RECOMMENDATION

Staff recommends approval of a consultant services agreement with Unison Consulting, Inc., (Unison) not to exceed the amount of $200,000 for professional services in support of a Financial Feasibility Report for bond financing of the Fresno Yosemite International Airport Terminal Expansion (FAT), and to authorize the City Manager, or designee, to execute the agreement on behalf of the City.

EXECUTIVE SUMMARY

Unison Consulting, Inc. (Unison), in association with DWU Consulting (DWU), and together referred to as "the Unison team," will prepare a financial feasibility report in support of a bond financing planned by Fresno Yosemite International Airport (FAT).

BACKGROUND

The Airport issued an RFQ for Financial Planning Services back in 2018. There were a number of tasks identified in that RFQ which included the financial feasibility study required for the terminal expansion bond issuance. Unison is a consulting company that responded to and was chosen as part of a Request for Qualifications (RFQ) completed in 2018 (the results were good for 5 years).

The Unison team has provided a scope of work for this feasibility study and a proposed budget to complete the work. As part of this agreement the Unison team will collect, organize and analyze available information. They will Identify funding sources for the Capital Program, Evaluate the Air service area and its economic base, prepare air traffic forecasts and develop financial model and perform financial analysis.
