RECOMMENDATIONS

 

Staff recommends Council authorize the Director of Aviation to execute a consulting agreement with Intervistas Consulting, Inc. (Intervistas) for services related to conducting an Airport Ground Transportation Needs Study (Study) for Fresno Yosemite International Airport (FAT) for the amount of $78,748. 

 

EXECUTIVE SUMMARY

 

Passenger growth at FAT has grown 34% since 2010, which impacts all facilities, including ground transportation services and related infrastructure.  As FAT continues to grow, increases in demand for more and different types of ground transportation services, facilities and infrastructure will continue as well.  The Study will examine the state of ground transportation services, facilities and infrastructure currently in place at FAT, and develop recommendations that will enable FAT to provide the full range of ground transportation services and alternatives as well as ensure safety, security and efficiency.  The Study will utilize growth forecasts from FAT’s Master Plan Update and will be complementary to that effort. 

 

BACKGROUND

 

The Study will evaluate all facets of airport ground transportation and will include, (i) review existing services, facilities and regulations, (ii) benchmarking with peer airports, (iii) evaluation and development of potential improvement measures, and, (iv) development of a comprehensive strategic plan that includes implementation, scheduling, costs and recommended implementation actions and responsibilities.

 

Through a competitive Request for Qualifications (RFQ) process, the Airports Department invited   interested airport consulting firms with experience in airport ground transportation facilities and infrastructure planning and operations to submit Statements of Qualification (SOQ) for consideration. The Department advertised the RFQ in The Business Journal and on the Airport’s and industry websites. Two professional consulting firms submitted a SOQ for evaluation with a review committee in accordance with the provisions of the RFQ. The firms were rated based on their qualifications and submissions.  Of the two firms, it has been determined by the Department that Intervistas is most qualified to perform the Study.  Intervistas is a multi-disciplined airport business, management and finance firm that has the airport ground transportation expertise and specialized resources to conduct the Study, which Airports does not possess.

 

The scope of work and fee contained in the attached agreement represent extensive review and negotiation with the consultant.  The Agreement has been reviewed and approved as to form by the City Attorney’s office.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference is not applicable to this project pursuant to Fresno Municipal Code 4-109(b)(3).

 

FISCAL IMPACT

 

The Airport Ground Transportation Needs Study will provide an operationally efficient and fiscally responsible plan as FAT continues to grow as a major regional transportation center and driver of economic prosperity.  Funding for the Study is included in the City’s Adopted FY 2018 budget. There is no impact to the General Fund from this action.
