RECOMMENDATIONS
Staff recommends that the City Council uphold the City Manager’s Determination of Uniquely Qualified Exception, and authorize the Director of Aviation to execute a Service Agreement with The Arc Fresno/Madera Counties (ARC) for trash pick-up services at Fresno Yosemite International Airport (FAT) for an amount not to exceed $256,080.21.
EXECUTIVE SUMMARY
ARC is a local non-profit organization that provides vocational training, skills and job placement for adults with intellectual and developmental disabilities. The ARC Vocational Services Division coordinates to provide jobs for these adults to perform a number of services, including: trash pickup, landscape services, janitorial services and many other opportunities. The ARC is uniquely qualified, pursuant to FMC 4-107(h), to perform these services in a socially beneficial and responsible manner because of their ability to provide supervised cleaning services to the Airport utilizing individuals from the intellectual and developmental disability community.
BACKGROUND
The Airport has an ongoing social outreach program and working with the ARC is very much a part of that effort. The individuals providing this service through the ARC have a sense of accomplishment from the jobs they hold and contribute to a positive airport experience for travelers and guests by providing clean and well-maintained grounds. The Airport, as a major transportation hub for the City of Fresno and the Central Valley, benefits from this type of program.
The ARC has had a partnership with FAT for trash pick-up services since 2002. The annual agreement was pursuant to a purchase order under their previous agreement. The Agreement will be for a term of five (5) years and allows for a mutually beneficial relationship and community enhancement effort to continue.
ENVIRONMENTAL FINDINGS
This is not a “project” as defined by the California Environmental Quality Act Guidelines Section 15378.
LOCAL PREFERENCE
Local preference is not applicable to this project pursuant to Fresno Municipal Code 4-109(b)(3).
FISCAL IMPACT
Funding for this agreement is included in the City’s Adopted FY 2019 budget and will be incorporated into future Airport budgets. There is no impact to the General Fund from this action.
