RECOMMENDATION

 

Staff recommends the City Council approve the attached Memorandum of Understanding (MOU) between the Fresno Regional Workforce Development Board (FRWDB) and State Center Community College District (SCCCD) and authorize the City Manager or designee execute the MOU. The recommended action allows the FRWDB to be in compliance with State and Federal Workforce Innovation and Opportunity Act (WIOA) requirements.

 

EXECUTIVE SUMMARY

 

This action allows the FRWDB to enter into a MOU with SCCCD, as required by the WIOA.  As a part of the MOU, SCCCD provides access to employment and training services to the public, people enrolled in the WIOA program or other mandated partners programs. Failure to approve the MOU will result in a loss of WIOA funding to the City of Fresno and the County of Fresno.

 

BACKGROUND

 

The WIOA mandates that certain Federal, State, and local agencies formally partner with local Workforce Development Boards at what is now known as “America’s Jobs Centers of California” (AJCC). The AJCCs will provide clients easy access for specific employment-related services via referral between the partners, and provide opportunities to leverage resources from multiple sources, when it is deemed appropriate.

 

The mandated partners represent the following areas of need, as mandated by the WIOA:

 

                     State of California Employment Development Department

                     Representatives of Community Services Block Grant Act

                     Representatives for Older Americans

                     Department of Rehabilitation

                     Fresno County Department of Social Services

                     Representatives of Adult Education

                     Representatives of Section 212, Second Chance Act of 2007

                     Representatives of Community Colleges

                     Migrant Seasonal Farmworker Programs

                     Native American Programs

 

Additional partners may be added with the approval of the local Workforce Development Board and the Chief Local Elected Official (CLEO).  In Fresno County, the CLEO is the County of Fresno and the City of Fresno.

 

The WIOA requires that the MOU be in effect for no longer than three (3) years.  The MOU is required to be signed by CLEO and submitted to the California Employment Development Department’s Workforce Services Division. 

 

ALTERNATIVE ACTION:

 

There is no alternative action. Failure to approve this item could result in the loss of WIOA funds to the City and County of Fresno for employment and training services.

 

IMPACTS ON JOB CREATION:

 

The recommended action will directly aid in job creation.  This WIOA funding supports training and employment goals for many industry clusters, i.e., healthcare, manufacturing, construction and trades, logistics and distribution, automotive technology, information technology, renewable energy, agribusiness, and green technology.

 This item is not a project as defined by the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

 Local preference was not implemented because this item does not involve the award of a construction or services agreement.

 

FISCAL IMPACT

 

There is no fiscal impact to the City associated with the recommended action.
