RECOMMENDATION

Staff recommends approval of an agreement with AECOM Technical Services Inc., (AECOM) for the conceptual design, project cost estimate, and nomination application for the proposed North Avenue Grade Separation for an amount not to exceed $135,000; and authorize the Public Works Director or designee to execute the Agreement on behalf of the City of Fresno (City).

EXECUTIVE SUMMARY

A long-term goal of the City is to construct grade separations to eliminate at-grade railroad crossings. The North Avenue grade separation concept engineering was included in the adopted FY2019 budget due to the high volume of trains, vehicular traffic and goods movement at this crossing. The scope of the conceptual engineering work includes a nomination package which will be used by the City to submit a Railroad Grade Separation Nomination application to the California Public Utilities Commission (CPUC) Section 190 Grade Separation funding program. The nomination will serve to establish ranking on the CPUC Grade Separation Priority List to assist in funding the separation of the existing at-grade crossings on UPRR Mainline, BNSF Mainlines, and North Avenue.
