RESOLUTION - Amending certain designating positions which shall be subject to the Conflict of Interest Code and defining categories of disclosure for such positions.    (Council Action Only)

RECOMMENDATION

To continue to comply with the Political Reform Act, staff recommends that the attached resolution revising some of the Exhibits to the City of Fresno’s Conflict of Interest Code be adopted. 

 

EXECUTIVE SUMMARY

The Political Reform Act requires all governing agencies to review and update their Conflict of Interest Code, annually if necessary.  As April 1, 2020 is the filing deadline for 2019, the Council and Agency Board customarily conducts this review in November of each year so that required filers are identified prior to the annual filing period of January 1, 2020 through April 1, 2020.

 

BACKGROUND

In accordance with the Political Act of 1974, the City Council and the Redevelopment Agency Board (“Board”) is the code reviewing body for the City of Fresno’s Conflict of Interest Code.  Part of the City of Fresno’s Conflict Code consists of the Exhibits, which list the employee classifications required to file statements of economic interests, together with the types of economic interest those employees filing the classifications must disclose. 

 

This item was before Council for approval on November 14, 2019 and was approved as Council Resolution 2019-233 and Successor Agency to the Redevelopment Agency Resolution number 43.  Since then, several changes have been identified and submitted to the City Clerk’s Office.  The requested changes are outlined in the exhibits in “red”.
