Actions pertaining to the Mayor’s Faith Based Partnership Agreement:
1. ***RESOLUTION - 29th Amendment to AAR No. 2020-159 appropriating $19,000 for the Faith Based Partnership Amended Agreement (Requires 5 affirmative votes) (Subject to Mayor’s Veto);
2. Approve Third Amendment to Agreement with Fresno Pacific University’s Center for Community Transformation (CCT) in the amount of $18,000 and an additional $1,000 for reimbursement of meeting expenses, for a total amount not to exceed $69,000 for services under the Mayor’s Faith Based Partnership Council.

RECOMMENDATION
The Mayor recommends Council approve a Third Amendment to the Agreement with CCT in the amount of $18,000 and up to an additional $1,000 for reimbursement of meeting expenses.
EXECUTIVE SUMMARY
On August 1, 2017, the City appointed a Faith-Based Partnership Council (Council) to inform and provide input to the Mayor’s Office on critical issues pertaining to topics that directly involve religious, faith-based or community-based organizations in Fresno; to serve as a liaison between congregations, denominations, or networks; provide information, news and updates; and form recommendations on how the City can more effectively partner with faith-based organizations to help the wider community (Services).
The Third Amendment authorizes an increase of $19,000, comprised of $18,000 for an additional year of funding and up to $1,000 for reimbursement of meeting expenses, for a total contract amount not to exceed $69,000 and allows the Council to continue providing its Services. The original agreement and subsequent amendments have surpassed the City Manager’s contractual authority of $50,000 and therefore requires City Council approval.
BACKGROUND
The Council is a gathering of leaders from virtually every faith community in the City of Fresno (City) convened to receive communications from the Mayor regarding the City, and to inform and provide input to the Mayor on key policy issues and community concerns, as well as respond to opportunities for community service for collaborative impact.
Dr. Randy White, Director of the Center for Community Transformation at Fresno Pacific University, serves as convener and host for quarterly meetings of a Council Cabinet, conducts communications with the Council Cabinet, tracks and reports progress of projects, and plans and implements the annual Mayor’s Faith Based Community Report event with the Council’s broader membership.
The Council’s accomplishments include the mobilization of over 60 congregations to address homelessness; thousands of dollars and volunteer hours invested in service projects in key neighborhoods overcoming concentrated poverty; an awareness project designed to reduce unhelpful and disconnected food giveaways during holidays directing congregations toward more collaborative and helpful efforts; and COVID-19 food distribution.
ENVIRONMENTAL FINDINGS
This is not a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference was not implemented because this action pertains to an existing agreement.
FISCAL IMPACT
City Cost associated with the recommended action is $19,000 from General Fund (See 29th Amendment to AAR No. 2020-159 attached).
