RECOMMENDATION

Staff recommends that the City Council adopt the resolution authorizing the application for additional formulaic grant funds for the Blackstone Avenue and McKinley Avenue BNSF Grade Separation Project from the State of California Local Partnership Program (LPP) and authorize the execution of all grant documents and agreements by the Director of Public Works or designee.

EXECUTIVE SUMMARY

Staff is requesting authorization to apply for additional formulaic grant funds from the State LPP Program, with the support of the Fresno County Transportation Authority (FCTA). Formulaic grant funds are allocated by the California Transportation Commission (CTC) to the region through the FCTA. Previously adopted Resolution No. 2022-236 approved an application for $1,904,000 in LPP Formulaic grant funds. The City will revise this application to seek $1,998,000 in additional funds, for a total of $3,902,000 for the Blackstone Avenue and McKinley Avenue BNSF Grade Separation. The City may also apply for additional LPP Formulaic grant funds made available in future funding cycles. The recommended action is consistent with the multi-year Measure C regional funding plan, which has been previously approved by the Boards of the Fresno Council of Governments and the Fresno County Transportation Authority.
