RECOMMENDATION

It is recommended Council approve the 38th Amendment of the Annual Appropriation Resolution (AAR) 2022-154 establishing appropriations in the amount of $202,000 for FY 2023 in accordance with the joint reimbursable training program contract between the Fresno City Fire Department and Fresno City College.

EXECUTIVE SUMMARY

Fresno Fire Department provides certain facilities and instruction personnel in accordance with the joint training program. Fresno City College receives funding from the State through a state apportionment program and reimburses the Fresno Fire Department for said services and use of facilities. The Fire Department received $116,747 in program revenue reimbursements in October 2022. In addition, the Fire Department anticipates receiving $100,170 before the end of FY 2023. The department had an actual fund carryover of $214,381 which was $167,000 higher than estimated. The appropriations of $202,000 in this resolution will leave the fund with a positive cash reserve at the end of the fiscal year.

BACKGROUND

On May 1, 2021 (ID 21-119), the City of Fresno entered into a three (3) year Instructional Services Agreement with Fresno City College. Under the terms of the contract, the Fresno Fire Department provides certain training facilities, expert instructors, and assists the college in ensuring training standards are met for student participants. Though these training agreements are renewed every two to three years, the program has been in place for the past ten plus years and has been invaluable to the Fire Department and Fresno City College.
