RECOMMENDATION
Staff recommends the City Council approve the resolution authorizing submission of an application for and acceptance of funding from the California Department of Housing and Community Development Prohousing Incentive Program (PIP) Round 2, and authorizing the City Manager, or designee, to sign all necessary implementing documents as approved as to form by the City Attorney's Office, allowing the City to receive up to $1,500,000 for the City of Fresno Local Housing Trust Fund.
EXECUTIVE SUMMARY
The State of California Department of Housing and Community Development (HCD) created the Prohousing Incentive Program (PIP or Program) to reward Prohousing Designated local governments with additional funding to accelerate affordable housing production and preservation. Among the eligible uses for Program Funds is a matching contribution to an established local housing trust fund. Funding is determined by population size and Prohousing Designation Program score.
On January 23, 2024, HCD issued a Notice of Funding Availability (NOFA) for approximately $9,483,402.17 under the Prohousing Incentive Program (PIP) Round 2. By submitting the application for funding to HCD for PIP Round 2, the City will be eligible to receive up to $1,500,000 for the City of Fresno Local Housing Trust Fund.
