RECOMMENDATIONS
Staff recommends that City Council approve a consultant services agreement with Pcubed Associates Inc. in the amount of $128,195, with a $15,000 contingency, for the design of the Replacement of One Makeup Air Unit and Two Air Handling Units in the Headworks Building at the Fresno-Clovis Regional Wastewater Reclamation Facility (Project), and authorize the Capital Projects Director, or designee, to sign the agreement on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
Critical ventilation units in the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) Headworks Building are original to construction in 1993 and must be replaced. These units maintain temperature in electrical rooms and control the ventilation of toxic gases in the Headworks Building. For the design of these replacements, the Capital Projects Department performed a competitive consultant selection process and requests Council’s approval of a consultant services agreement with Pcubed Associates Inc. for design and construction support of the Project in the amount of $128,195, with a $15,000 contingency. Funding for this purchase is included in the Fiscal Year 2024 Capital Improvement Budget within the Wastewater Management Division’s Sewer Enterprise Fund 40501.
BACKGROUND
The first stage of treatment for wastewater occurs in the Headworks Building, which was constructed in 1993. The building houses the initial stages of the wastewater treatment stream including bar screens, chemical injection, and the addition of hydraulic head prior to proceeding through the treatment process. Ventilation in the building is critical and is provided by four makeup air units (MAU) and two air-handling units (AHU). The units are susceptible to shortened service lives based on the highly corrosive environment at the RWRF. A recent project prioritized the replacement MAU-001 and MAU-004 and now deems the replacement of MAU-002, AHU-001 and AHU-002 as necessary.
In accordance with Fresno Municipal Code Chapter 4, Article 1, and Administrative Order 6-19, the Capital Projects Department conducted a competitive process in soliciting qualified consultants to provide professional services for the Project. A Request for Qualifications (RFQ) was published in the Business Journal and posted on the City’s Planet Bids website on July 28, 2023. One Statement of Qualifications (SOQ) was received by the submission deadline of September 1, 2023. A selection committee, consisting of representatives from the Department of Public Utilities and Capital Projects Department evaluated the submitted SOQ and determined that Pcubed Associates Inc. met the RFQ criteria. Staff recommends approving a consultant services agreement with Pcubed Associates Inc in the amount of $128,195, with a $15,000 contingency and authorize the Capital Projects Director, or designee, to sign the agreement on behalf of the City.
The consultant services agreement has been approved as to form by the City Attorney’s Office.
ENVIRONMENTAL FINDINGS
By the definition of the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this consultant services agreement is not a “Project” for the purposes of CEQA.
LOCAL PREFERENCE
Local preference was not implemented because Pcubed Associates Inc. was the only responsive and responsible bidder.
FISCAL IMPACT
This project has no impact on the General Fund. Funding is included in the Fiscal Year 2024 Capital Improvement Budget within the Wastewater Management Division’s Sewer Enterprise Fund 40501. The Project is located in Council District 3.
