Staff recommends that City Council approve a Consultant Services Agreement with Yao Engineering, Inc. in the amount of $59,135, with a $15,000 contingency, for the design of Fresno-Clovis Regional Wastewater Reclamation Facility Duct Bank at Primary Sludge Pump Station #1 (Project); and authorize the Capital Projects Director, or designee, to sign the Agreement on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
Additional electrical duct banks are needed at the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) at Primary Sludge Pump #1. These duct banks are necessary for future electrical projects in this area. The Capital Projects Department staff performed a competitive consultant selection process and seeks Council’s approval of a Consultant Services Agreement with Yao Engineering, Inc. for design and construction support of the Project in the amount of $59,135, with a $15,000 contingency. Funding for this purchase is included in the Fiscal Year 2024 Capital Improvement Budget within the Wastewater Management Division’s Sewer Enterprise Fund 40501.
BACKGROUND
To accommodate future electrical projects at the RWRF in the vicinity of Primary Sludge Pump Station #1, located between Clarifiers 5 and 8, a new duct bank is necessary as all existing duct banks are being fully utilized. The route from the power source in the nearby blower building is challenging due to significant elevation change and other conflicting underground utilities. To produce a design that best meets the needs for the RWRF, it is necessary to obtain the services of an engineering consultant.
In accordance with Fresno Municipal Code Chapter 4, Article 1, and Administrative Order 6-19, the Capital Projects Department conducted a competitive process in soliciting qualified consultants to provide professional services for the Project. A Request for Qualifications (RFQ) was published in the Business Journal and posted on the City’s Planet Bids website on July 28, 2023. Three Statements of Qualifications (SOQ) were received by the submission deadline of September 1, 2023. After review, one SOQ was deemed non-responsive to the RFQ. A selection committee, consisting of representatives from the Department of Public Utilities and Capital Projects Department evaluated the remaining SOQs and selected Yao Engineering, Inc. as the preferred consultant for the Project. This project will be funded by the Fiscal Year 2024 Capital Improvement Budget within the Wastewater Management Division’s Sewer Enterprise Fund 40501. Staff recommends approving a Consultant Services Agreement with Yao Engineering, Inc in the amount of $59,135, with a $15,000 contingency, and authorize the Capital Projects Director, or designee, to sign the Agreement on behalf of the City.
The Consultant Services Agreement has been approved as to form by the City Attorney’s Office.
ENVIRONMENTAL FINDINGS
By the definition of the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this Consultant Services Agreement is not a “Project” for the purposes of CEQA.
LOCAL PREFERENCE
No local preference was considered as the two consultants deemed responsive and evaluated are not a local business as defined by the Fresno Municipal Code.
FISCAL IMPACT
This project has no impact on the General Fund. Funding is included in the Fiscal Year 2024 Capital Improvement Budget within the Wastewater Management Division’s Sewer Enterprise Fund 40501. The Project is located in Council District 3.
