RECOMMENDATIONS

 

Staff recommends City Council to adopt a finding of Categorical Exemption pursuant to Sections 15301/Class 1 and 15302/Class 2 of the California Environmental Quality Act (CEQA) Guidelines for the Roof Membrane Replacement at the Fresno-Clovis Regional Wastewater Reclamation Facility Warehouse and Maintenance Building and Digester-13 Heating and Mixing Building (Project), and to award a construction contract to Nations Roof West, LLC  in the amount of $324,889 as the lowest responsive and responsible bidder, and authorize the Capital Projects Director or designee to sign and execute all documents on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

The Warehouse and Maintenance Building and Digester-13 Heating and Mixing Building at the Regional Wastewater Reclamation Facility have experienced a series of water leak issues on their aged roof systems and need immediate replacement to prevent further water intrusion and damage. Staff recommends Council award this construction contract in the amount of $324,889 to Nations Roof West, LLC to provide installation of new roof membranes, including all related accessories, and a 20-year manufacturer’s warranty for both buildings. Funding for this Project is included in the Fiscal Year 2024 Capital Improvement Budget within the Wastewater Management Division’s Sewer Enterprise Fund.

 

BACKGROUND

 

The Fresno-Clovis Regional Wastewater Reclamation Facility’s Warehouse and Maintenance Building and Digester-13 Heating and Mixing Building, built in 2005 and 2006 respectively, have experienced recurring leak issues due to their aged roofing systems. The existing roof membranes and accessories are past their serviceable life. To prevent further water intrusion and damage, both buildings require roof replacements. The Project includes installation of a new thermoplastic polyolefin (TPO) roof system and related flashing elements with a 20-year manufacturer’s warranty for both buildings.

 

Following the preparation of project plans and specifications, a Notice Inviting Bids was published on December 11, 2023, and posted on the City’s Planet Bids website. Specifications were distributed to 20 prospective bidders and posted at 8 Building Exchanges. Three sealed bid proposals were received and publicly opened on January 23, 2024, all of which were considered responsive and responsible. The bid proposals ranged from $324,889 to $414,831. Nations Roof West LLC was identified as the lowest responsive and responsible bidder with a submitted bid amount of $324,889. The bids will expire on March 27, 2024.  If the bids are rejected or expire, the project must be rebid which will result in a delay of approximately 120 days. Funding for this Project is included in the Fiscal Year 2024 Capital Improvement Budget within the Wastewater Management Division’s Sewer Enterprise Fund.

 

Staff recommends the City Council award a construction contract to Nations Roof West, LLC in the amount of $324,889 as the lowest responsive and responsible bidder and authorize the Capital Projects Director or designee to sign and execute all associated documents on behalf of the City.

 

The City Attorney’s Office has reviewed and approved as to form.

 

ENVIRONMENTAL FINDINGS

 

Staff performed a preliminary environmental assessment for this Project and determined that it falls within Sections 15301/Class 1 and 15302/Class 2 Categorical Exemptions set forth in the CEQA Guidelines.

 

LOCAL PREFERENCE

 

Local preference was implemented according to Fresno Municipal Code Section 4-108.  The apparent lowest responsive and responsible bidder is a local business as defined by the Fresno Municipal Code.

 

FISCAL IMPACT

 

There is no impact to the General Fund.  Funding for this Project is included in the Fiscal Year 2024 Capital Improvement Budget within the Wastewater Management Division’s Sewer Enterprise Fund 40501. The Project is located in Council District 3.
