RECOMMENDATION

It is recommended Council authorize the Fire Chief to enter into a five-year instructional services reimbursement agreement with Fresno City College to collect reimbursement for instructional training costs (Agreement). The current contract is set to expire June 30, 2024. Staff recommends entering into the new instructional service agreement with the updated rate of reimbursement for instructional hours. The total reimbursement amount will not exceed $250,000 per year.

EXECUTIVE SUMMARY

The Fresno Fire Department (FFD) has been part of a state-sponsored, joint training program with Fresno City College since 2016.

Under the program FFD receives a monetary reimbursement for each hour of training logged by its members. The revenues provide for equipment, facilities, training materials and other services that are reinvested back into the joint program to conduct fire service training to the benefit of both the Fresno Fire Department and Fresno City College. Approval of this reimbursement Agreement will extend the program from May 1, 2024, to April 30, 2029.

BACKGROUND

The proposed reimbursement Agreement with FFD provides an opportunity for training and increased training revenues as the FCC agreement will reimburse up to a maximum of 50,000 hours per fiscal year. The reimbursements received under these reimbursement agreements are used to supplement the departmental training program and provide for services, facilities, materials, and equipment. As such, the FFD is recommending approval of the reimbursement Agreement for a five-year term, from May 1, 2024, and ending on April 30, 2029.
