be financed through a 20-year lease purchasing agreement, an escrow  
agreement, and equipment schedule, including a $25,000 issuance cost and  
$461,905.11 capitalized interest, for a total financed not to exceed  
$6,171,077.11, and equipment schedule with Metro Futures, Inc. at a rate  
not to exceed 4.99% for a total loan payment not to exceed $10,509,267.01;  
the following has been removed: “not to exceed $5,709,172, which includes

COUNCILMEMBER REPORTS AND COMMENTS  
Councilmember Vang Reports and Comments. Reported visiting La Kitchen,  
a local restaurant near Kings Canyon and Fowler Avenue, and encouraged  
support for local businesses. Reported that the Winery Avenue repaving  
project has been completed, thanked Public Works staff, residents, and  
businesses for their patience. Announced concrete repair work was  
underway on Cedar Avenue and that infrastructure improvements continued  
throughout District 5.  
Councilmember Richardson Reports and Comments. Reported Flag Day  
events that took place and thanked attendees. Noted multiple generations of  
his family were present at the event and stated that this year’s message  
emphasized diverse perspectives and shared national values. Reminded  
District 6 residents to contact his office with issues regarding trash, water,  
streets, or similar concerns, and reported that residents could call 621  
PUNT for assistance from his staff.  
Council President Esparza Reports and Comments. Thanked attendees of  
the morning reception in honor of the 76th anniversary of the NAACP Fresno  
Branch.  
MAYOR/MANAGER REPORTS AND COMMENTS  
City Manager White Reports and Comments. Reported a tray memo was  
sent out announcing that a lease agreement for a new City Hall café vendor  
would appear on next week’s agenda with Culinary Studios Inc. owners of  
the Cracked Pepper Café on the first floor of City Hall. Noted that staff have  
been working to secure a replacement vendor, and thanked Brian Barr for  
his efforts.

Today in close session, the City Council approved a proposed settlement in  
the eminent domain case entitled city of Fresno versus Gurpreet Chauhan  
and others. Fresno Superior Court case number 25CECG00464. The  
settlement provides for a global resolution consistent with the City's project  
objectives. Under the terms of the settlement, if the court so approves, title  
to the subject property will vest in the City upon payment of $532,000 plus  
the legally required interest on the deposit of probable compensation.  
$185,000 has already been deposited by the City to the State Treasurer's  
Office Condemnation Fund. The settlement shall be paid for Measure “C”  
and California Local Partnership Program Formulaic Grant Funds. This  
motion and this settlement was approved by a vote of 7-0 in closed session..
