The Parks, Recreation and Arts Commission (PRAC) met in regular session in the  
Council Chamber at Fresno City Hall on the date and time above written.

Members Reports and Comments  
COMMISSIONER BARRAZA REPORTS AND COMMENTS. Expressed  
concern about how public safety is managed in parks. Expressed interest in  
reviewing the Park Ranger classification. Suggested updating polices and  
procedures. Proposed holding a workshop to review how the senior centers  
services are delivered to the residents.  
COMMISSIONER DURAN REPORTS AND COMMENTS. Acknowledged  
PACRS Department. Reported positive feedback about the new court  
signage at Vinland Park.  
COMMISSIONER CAGLIA REPORTS AND COMMENTS. Offered holiday  
greetings and thanked attendees for joining during the cold weather.  
Highlighted the performances of Soli Deo Gloria and Fresno Philharmonic,  
both grant recipients.  
COMMISSIONER DOHLIN REPORTS AND COMMENTS. Offered  
seasons's greetings. Expressed gratitude to the City, PARCS staff, legal  
counsel, arts groups, and community members for their contributions to the  
commission’s work and to the ongoing development of arts funding in  
Fresno.  
VICE CHAIR WARD REPORTS AND COMMENTS. Attended an Arts  
Council Community Feedback gathering. Thanked the community members  
for actively providing feedback.  
CHAIR MCCOY REPORTS AND COMMENTS. Attended the recent  
Christmas parade, highlighting its strong turnout, festive atmosphere, and  
especially the new line dancing group. Thanked all participating groups,  
vendors, families, and attendees for supporting the event. Expressed  
appreciation for community members who consistently attend meetings and  
for the Fresno Arts Council, particularly Dr. Lilia Chavez, for her ongoing  
dedication and feedback.

City Administration and PARCS Staff Reports and Comments  
ASSISTANT CITY MANAGER MILLER REPORTS AND COMMENTS.  
Thanked the Commission and PARCS staff, noted the significant  
accomplishments of the year, and expressed optimism for 2026.  
PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS. Thanked the  
commissioners for their work and constructive feedback, expressed  
appreciation for the entire PARCS team—including those working behind  
the scenes—and acknowledged their ongoing service to the community.

Upon call, the following members of the public addressed the Commission  
with unscheduled communication: Dr. Lilia Chavez.
