The Parks, Recreation and Arts Commission (PRAC) met in regular session in the  
Council Chamber at Fresno City Hall on the date and time above written.

Call to Order  
Chair McCoy called the meeting to order at 5:36 P.M.

On motion of Commissioner Dohlin, seconded by Commissioner

Approval of the regular meeting minutes of January 27, 2025.

Discussion: Subcommittee Reports:  
San Joaquin River Parkway:  
6-A.  
Commissioner Caglia reported the Conservancy has yet to approve projects.  
The Conservancy Board meeting granted support in moving forward to open  
Jenco and Lanes properties for public access. The Subcommittee invited  
the Conservancy and River Parkway Trust to present a budget for the  
properties during an upcoming PRAC Meeting.

Cultural Arts Grant Fund Subcommittee  
There was no update from the Cultural Arts Grant Fund Subcommittee.  
Members Reports and Comments  
COMMISSIONER BARRAZA REPORTS AND COMMENTS: Attended the  
groundbreaking Ceremony at the Southeast Fresno Sports Complex, and  
shared appreciation for the City's collaboration with the public in choosing a  
name inclusive to the community.  
COMMISSIONER DOHLIN REPORTS AND COMMENTS: Attended the  
Fresno Philharmonics performance where "Cetu" commission was featured,  
mentioned the significance of Measure "P" and Cultural Arts grants  
contributing to these pieces and reflected the importance of Parks,  
Recreation, and Arts Commission.

City Administration and PARCS Staff Reports and Comments  
PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: Reported the  
groundbreaking Ceremony of the Southeast Fresno Sports Complex and  
expressed appreciation for the community's support.  
Unscheduled Communication: Members of the public may address the  
Commission regarding items that are not listed on the agenda and within the subject  
matter jurisdiction of the Commission. Each person will have up to three (3) minutes  
to present.  
Upon call, no members of the public addressed the Commission with

the public addressed the Commission. Public comment closed at 5:50 P.M.  
Commission discussion on this item included: Update on when Fresno Arts  
Council will release the next call for applications.  
Hearing - Receive public input on allocations related to Measure P,  
12.-B.  
updates to the Parks Master Plan and Cultural Arts Plan, and annual  
PARCS Department Budget and Capital Improvement Plans.  
The above item was called to order at 5:52 P.M. Upon call, no members of  
the public addressed the Commission. Public comment closed at 5:52 P.M.  
There was no Commission discussion on this item.

Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at  
5:52 P.M.  
The above minutes were approved by unanimous vote of the Parks, Recreation, and  
Arts Commission during the March 17, 2025, regular meeting with Commissioner  
Barraza, and Commissioner Miller absent.
