The City Council met in special session in the Council Chamber, City Hall, on the  
date and time above written.

Councilmember Maxwell led the Pledge of Allegiance.  
APPROVE AGENDA  
On motion of Vice President Arias, seconded by Councilmember  
Esparza, the AGENDA was APPROVED AS AMENDED. The motion  
carried by the following vote:

CLOSED SESSION  
During open session, City Attorney Janz announced each of the items that  
would be discussed in closed session.  
No one addressed Council upon call for public comment.  
Council withdrew to closed session for this item at 4:00 P.M.  
PUBLIC EMPLOYEE PERFORMANCE EVALUATION  
A.  
1. Government Code Section 54957(b): consider the appointment,  
employment, evaluation of performance, discipline, or dismissal of a  
public employee.  
Title: City Clerk  
2. Government Code Section 54957.6: conference with labor  
negotiator.  
City Negotiator: Council President Mike Karbassi.  
Unrepresented Employee: City Clerk  
The above item was discussed in closed session. Council President  
Karbassi reported during the Special Meeting the acceptance of City Clerk  
Todd Stermer’s resignation and expressed appreciation for his 17 years of  
service to the City of Fresno and wished him well in his future endeavors.  
His resignation was stated to be effective through November 30, 2025. Also  
announced that a statewide search for his replacement would begin  
immediately.

The Council meeting adjourned from open session at 4:25 P.M.  
The above minutes were approved by unanimous vote of the City Council during the  
November 20, 2025, regular meeting.
