The Parks, Recreation and Arts Commission (PRAC) met in regular session in  
the Council Chamber at Fresno City Hall on the date and time above written.

Chair McCoy called the meeting to order at 5:36 P.M.

On motion of Commissioner Dohlin, seconded by Commissioner Barraza,  
Commissioner Trillo's absence was EXCUSED. The motion carried by the  
following vote:

Members Reports and Comments  
COMMISSIONER BARRAZA REPORTS AND COMMENTS. Expressed  
concern regarding public safety in parks and addressed fighting taking place  
during events. Stressed the benefits park rangers presence have in parks.  
Mentioned adding an item to discuss the Measure "P" allocations and the  
roles of the departments, leagues, and organizations regarding park safety.  
COMMISSIONER DURAN REPORTS AND COMMENTS. Attended the  
November Art Hop. Highlighted and expressed appreciation for the Behind  
the Curtain: a Warnors Theater behind-the-scenes tour. Encouraged the  
community to attend.  
COMMISSIONER DOHLIN REPORTS AND COMMENTS. Expressed  
appreciation for the current weather conditions.  
VICE CHAIR WARD REPORTS AND COMMENTS. Announced news site  
Community Alliance posts a community calendar showcasing culture and  
arts events funded by Measure "P". Encouraged public participation and  
feedback during the PRAC meetings to receive public input on Expanded  
Access to Arts and Culture Grant.

City Administration and PARCS Staff Reports and Comments  
PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS. Noted that  
Measure "P" is approaching its five-year anniversary. A five-year evaluation  
of the program, required by ordinance, is due next year. Findings will be  
presented to the City and the public. A preparatory workshop is scheduled  
for next month.

Hearing - Actions pertaining to the Parks, After School, Recreation, and  
Community Services (PARCS) Department's FY 2027 Budget Build as it  
relates to capital projects; after school, recreation, and community  
services programs; and trails, beautification, and the San Joaquin River  
Parkway

1. Presentation - Overview of the FY 2027 budget build process.  
2. Receive public input on expenditures related to the PARCS  
Department's FY 2027 budget.  
3. Action - Make recommendations to the City Council for adoption of  
expenditures in connection to the PARCS Department's FY 2027 budget  
(PARCS).  
The above item was called to order at 5:46 P.M. and was presented to the  
Commission by PARCS Business Manager Xiong. Upon call, no members of  
the public addressed the Commission. Public comment closed at 5:56 P.M.  
Commission discussion was held.  
Commissioner Dohlin motioned funding be provided not to exceed $350,000  
for design, not to exceed $75,000 construction and soft costs, not to exceed  
$275,000 for improvements to the Roeding Park small dog park in the form  
of shade structure, landscaping and dog equipment. Chair McCoy seconded  
the motion which passed by the following vote:

Commissioner Caglia, Commissioner Dohlin, Commissioner Duran, and  
Commissioner Miller

Commissioner Caglia motioned to allocate up to $100,000 for the youth and  
senior program, for expansion of youth wrestling. Commissioner Barraza  
seconded the motion which passed by the following vote:  
Aye: 7 - Chair McCoy, Vice Chair Ward, Commissioner Barraza,  
Commissioner Caglia, Commissioner Dohlin, Commissioner Duran, and  
Commissioner Miller  
Absent: 2 - Commissioner Kucharski, Commissioner Trillo  
Vice Chair Ward motioned that funding be provided not to exceed $25,000  
for the support of this commission to establish a standing committee for the  
Cultural Arts Subcommittee. Commissioner Dohlin seconded the motion  
which passed by the following vote:

Commissioner Caglia, Commissioner Dohlin, Commissioner Duran, and  
Commissioner Miller

Vice Chair Ward motioned that funding be provided not to exceed $25,000  
for supporting the arts and culture grant program to be used for panelist  
stipends, training, education, and robust community engagement support.

Commissioner Duran motioned within category three of PARCS youth and  
senior programs, that funding be provided not to exceed $45,000 for PARCS  
to continue the Tech Easy Program beyond the grant period that ends  
December 2026. Chair McCoy seconded the motion which passed by the  
following vote:

Commissioner Caglia, Commissioner Dohlin, Commissioner Duran, and

Commissioner Barraza motioned to allocate $100,000 to continue to expand  
the arts and culture development of the culture arts district in southeast  
Fresno. Chair McCoy seconded the motion which passed by the following  
vote:

Commissioner Barraza motioned to allocate $800,000 for the lighting in Al  
Radka Park. Commissioner Dohlin seconded the motion which passed by  
the following vote:

Commissioner Miller

Commissioner Barraza motioned to allocate $100,000 for the design of a  
neighborhood park plaza on the first floor, of the second phase of the  
development project on the southeast corner of 7th and Cesar Chavez  
Boulevard. Commissioner Dohlin seconded the motion which passed by the

enhanced filtration for Lake Washington. Commissioner Dohlin seconded
