Please Take Notice the Council of the City of Fresno hereby calls a Special  
Meeting of the City Council pursuant to California Government Code section  
54956 at the above stated time and place. The purpose of the special meeting is  
to meet and consider the following:

On motion of Councilmember Arias, seconded by Councilmember  
Bredefeld, the Agenda was APPROVED. The motion carried by the

OPEN SESSION  
RESOLUTION - Requesting the California Air Resources Board Delay  
Hearings on Proposed Updates to the State Low Carbon Fuel Standard  
to Assess Fiscal Impact on Taxpayers.  
Council President Perea called this item to order at 11:35 A.M. and cited  
concerns that there had been little to no transparency regarding the actual  
economic impact of the state proposed low carbon fuel standard updates.  
The public had seen no clear cost impact analysis to determine how  
detrimental an increase taxpayers could expect. She noted any increase  
would disproportionately impact taxpayers in the Central Valley at a much  
greater rate given the high percentage of low and moderate income  
households.  
Vice President Karbassi stated California was pushing hard to be  
responsible stewards but the solution should not make California's  
middle-class families pay for the irresponsibility of other nations. Increased  
fuel prices to combat greenhouse gases would be unfair and harmful to the  
local economy when the greenhouse gas emissions are primarily caused by  
industry in China.  
RESOLUTION 2024-278 ADOPTED  
On motion of President Perea, seconded by Councilmember Arias, that  
the above Action Item be ADOPTED. The motion carried by the  
following vote:  
Aye: 7 - Perea, Karbassi, Arias, Maxwell, Chavez, Bredefeld and  
Esparza  
ADJOURNMENT  
The special meeting adjourned from open session at 11:48 A.M.  
The above minutes were approved by unanimous vote of the City Council during  
the November 21, 2024, regular meeting.
