The City Council met for resumed budget hearings in the Council Chamber, City Hall,  
on June 4, 2024, at 9:00 A.M.

The agenda for the budget hearing was approved at the start of the meeting  
on June 2, 2025.  
Wednesday, June 4, 2025 - 9:00 A.M.  
City Clerk Stermer announced the Tuesday, June 17, 2025, portion of the  
published budget hearing agenda simply listed file ID 25-732, Vote On Final  
Budget. He clarified the vote on the final budget consisted of six separate  
parts, and that portion of the budget hearing agenda would be updated to  
reflect all six parts of the final budget: Salary Resolution Authorization,  
Position Authorization Resolution, Annual Appropriation Resolution, GANN  
Appropriation Limit Resolution, the Investment Policy For Public Funds, and  
Property Tax Override Ordinance.  
Council President Karbassi discussed the budget process.  
Upon call, the following members of the public addressed Council: Brandi  
N., Bob McCloskey, and Sam Frank.  
Personnel Services Department  
Director Malhi presented the Personnel Department budget for Fiscal Year  
2025-2026.  
Discussion was held between Council and the administration.  
Fire Department  
Fire Chief Alcorn presented the Fire Department budget for Fiscal Year  
2025-2026.  
Discussion was held between Council and the administration.  
Police Department  
Police Chief Casto presented the Police Department budget for Fiscal Year  
2025-2026.

Convention Center / Stadium  
Assistant City Manager Quinto presented the Convention Center / Stadium  
Department budget for Fiscal Year 2025-2026.  
Discussion was held between Council and the administration.  
Department of Public Utilities  
Director Buche presented the Department of Public Utilities budget for  
Fiscal Year 2025-2026.  
Discussion was held between Council and the administration.  
Department of Transportation / FAX  
Director Barfield presented the Department of Transportation / FAX budget  
for Fiscal Year 2025-2026.

Council Motions Made June 4, 2025  
Council President Karbassi motioned (#12) for $20,000, funding to be  
determined, for station two to receive LUCAS device. Vice President Arias  
seconded the motion. (Fire)  
Councilmember Perea motioned (#13) for $250,000 in contingency for  
Advanced Peace. Vice President Arias seconded the motion. (Police)  
Councilmember Vang motioned (#14) for $75,000 to the Fresno Police &  
Neighborhood Watch Association for FY 2026. Vice President Arias  
seconded the motion. (Police)  
Councilmember Vang motioned (#15) to add, amount and source to be  
determined, bus stop at the corner of Minnewawa and Kings Canyon Ave.

Council Requests for Information Made June 4, 2025  
Councilmember Esparza requested a memo detailing how many households  
and commercial properties have taken advantage of the Lawn to Rebate  
program this last year. (Public Utilities)  
Councilmember Esparza requested a memo on how many households  
participated in the various affordability credit programs for water, solid  
waste, and wastewater as well as the senior sewer rate? Of these  
households, how many are represented – assuming some households  
qualify for more than one affordability program? (Public Utilities)  
Vice President Arias requested the history of minimum insurance policy for  
general liability. (Personnel Services)  
Vice President Arias requested what is category of funding in DPW for  
sidewalk repairs? (Public Works)  
Councilmember Vang/Concilmember Richardson requested Provide  
information on individuals that have taken advantage of this program in  
FY25, their age, and department. D6: Provide the number of positive  
outcomes, how many are transferred internally or externally to full time  
employment. (Personnel Services)  
Councilmember Maxwell requested staff provide more information on the  
causes of fires on embankments, numbers and statistics for the last couple  
of years. (Fire)  
Councilmember Maxwell requested staff provide information on the cost  
recovery program to see what can get reimbursed from other organizations.

Councilmember Perea requested how can we get firefighting activities  
reimbursed from other jurisdictions? (Fire)  
Councilmember Vang requested Station 8 number of service calls for the  
last year. (Fire)  
Vice President Arias requested:  
What was the billed amount for the fire at the recycling center on Cedar Ave  
2021?  
Was the fire on Chestnut and Golden State at the metal recycling facility in  
2024 billed? Was the fire at Amazon in 2020 billed?  
Fresno St./Van Ness flooding: Did the department bill the business due to  
broken sprinklers? (Fire)  
Vice President Arias requested:  
Who exactly have you billed for fires in the last two years and who  
determines if they are billed?  
Including JD Homes and all commercial and industrial businesses whose  
negligence resulted in fires. (Fire)  
Vice President Arias requested staff provide the cost of the constant staffing  
policy (Stratification of ranks) for the purposes of labor negotiations. (Fire)  
Councilmember Esparza requested how often are city crews being called for  
mutual aid outside of the City of Fresno? (Fire)  
Vice President Arias requested staff provide confirmation whether the  
property on 1428 E Belmont has been fined for the numerous fires at the  
property. (Fire)  
Vice President Arias requested staff provide total amount of federal funds  
the department anticipates operating with in this upcoming year. (Fire)  
Vice President Arias requested a list of upcoming concerts and events for  
the rest of the calendar year at the Stadium. (Stadium)  
Councilmember Maxwell requested staff provide information 2021 to today  
to see trend: total number of accidents that are being responded to, how  
many fatalities, and how many tickets. (Police)  
Councilmember Maxwell requested cost of personnel by sworn vs  
professional staff, what percentage of that amount is subsidized with grant  
funding vs general fund. (Police)  
Councilmember Maxwell requested total amount left to pay off rest of the  
leased vehicles. (Police)  
Councilmember Vang requested Statistics on auto theft in the City of Fresno  
by policing district. (Police)  
Vice President Arias requested how many days out of the year is bike patrol  
actually on their bikes? (Police)  
Councilmember Vang requested do we have statistics on the number of  
facilities who fall under the jurisdiction of FOG in the City of Fresno for  
District 5? (Public Utilities)  
Vice President Arias requested if Measure "C" funds were lost, what would  
be cut? (FAX)  
Councilmember Vang requested demographics breakdown for the Cesar  
Chavez corridor. (FAX)
