The Parks, Recreation and Arts Commission (PRAC) met in special session in  
the Council Chamber at Fresno City Hall on the date and time above written.

Pledge of Allegiance  
Chair McCoy led the Pledge of Allegiance.  
Approve Agenda  
Deputy City Manager Ruiz introduced the new PRAC commissioner Rose  
Caglia.  
On motion of Vice Chair Dohlin, seconded by Commissioner Miller, the  
agenda was ADOPTED by the following vote:  
Aye: 7 - Chair McCoy, Vice Chair Dohlin, Commissioner Miller,  
Commissioner Barraza, Commissioner Ward, Commissioner  
Soto and Commissioner Caglia  
Absent: 2 - Commissioner Kucharski and Commissioner Singh

Unscheduled Communication: Members of the public may address the  
Commission regarding items that are not listed on the agenda and within the  
subject matter jurisdiction of the Commission. Each person will have up to three  
(3) minutes to present.  
Upon call, Melinda Salcido addressed the Commission. There were no other  
comments from the public.

Hearings:  
Hearing - Reconsideration of the PRAC Cultural Arts Subcommittee list  
of recommended grantees, award amounts, project titles and a brief  
summary of the project location, scope, schedule and anticipated impact  
to PRAC and acceptance of the recommended grantees.

The above item was called to order at 5:41 P.M.  
On motion of Chair McCoy, seconded by Commissioner Soto, that the above  
Hearing be REOPENED. The motion carried by the following vote:  
Aye (7): Chair McCoy, Vice Chair Dohlin, Commissioner Miller,  
Commissioner Barraza, Commissioner Ward, Commissioner Soto and  
Commissioner Caglia.  
Absent (2): Commissioner Kucharski and Commissioner Singh  
Upon call, following members of the public addressed Commission: Hugo  
Morales, Elliot Balch, Johannus Reijnders, Lilia Chavez, Alicia Rodriguez,  
Churmmaly Keodara, Pon Chin, Alina Khammysouk, Amy Kitchener, Erin  
Burd, Hedman Kionus for (Keil Lopez-Schmidt). Public comment closed at  
6:15 P.M.  
Commission discussion included: appeal process; reconsidering arts grants;  
work done by the Fresno Arts Council; allocation of resources; equity; goals  
and obstacles of the allocation process; investment in the arts; amenities  
across Fresno; spreading the benefits of the allocation throughout the city;  
creation of the rubric; types of art groups; how to measure arts groups by  
district; giving back to the community; members and process of the selection  
panel; allocation of funds by council district; downtown arts groups;  
applications recommended for funding; 501(3)(c); outreach; current grant  
funding; appeals process and timeline; applications not approved and  
feedback for applicants; delaying the process; applications not graded and  
the reasons why; notifications sent to applicants; mistakes made on  
applications; recommended awards; Cultural Arts Plan; scoring the  
applications; allocation of funds across the city; giving technical recourses,  
opportunities, and workshops; information given to the City Council; equality;  
government bureaucracy; improving the application process; organizations  
and events in West Fresno; access to resources; reopening the application  
process; removing obstacles; Downtown, Southwest, Southeast, and  
Southcentral Fresno; cultural arts district; expanded access to funding;  
minimum level of funding provided to council districts.  
On motion of Commissioner Caglia, seconded by Commissioner  
Barraza, that the above Action Item be CONTINUED to July 15, 2024.  
The motion PASSED by the following vote:  
Aye: 4 - Chair McCoy, Commissioner Barraza, Commissioner Soto  
and Commissioner Caglia  
No: 3 - Vice Chair Dohlin, Commissioner Miller and Commissioner  
Ward  
Absent: 2 - Commissioner Kucharski and Commissioner Singh

Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at  
7:07 P.M.  
The above minutes were approved by unanimous vote of the Parks, Recreation,  
and Arts Commission during the July 15, 2024, regular meeting with  
Commissioners Kucharski, and Vice Chair Dohlin absent.
