1. CALL TO ORDER  
ADA Coordinator Joe Hinojosa called the meeting to order at 2:07 p.m. Out  
of five members, three were in attendance.  
Introductions were made by the committee members.

2. APPROVAL OF AGENDA  
The amended section was to remove Item 8. Subcommittee reports.  
On motion of Board Member Harris, seconded by Board Member Grey,  
the above Agenda was APPROVED AS AMENDED. The motion carried

from February 26, 2025  
On motion of Board Member Grey, seconded by Board Member

4. MEMBER REPORTS AND COMMENTS  
Board Member Harris announced this will be her last DAC Sub-Committee  
Transportation meeting. She has been a member since 2016. She has  
accepted a position with the Department of Rehabilitation in Sacramento.  
She has a couple of names of individuals who would be great to serve on  
the DAC Transportation Sub-Committee. She also announced that on  
Friday, April 25, 2025 is "Honoring Community Gratitude Day". Resources  
for Independence Central Valley invites all to participate in a day of  
community gratitude and appreciation. There are three locations for the  
event. The Fresno event is at 3636 N. First Street, Ste. 101. It will be from  
3:00pm-7:00pm. There will be refreshments, music and door prizes.  
Board Member Grey gave an update on the FAX bus stop project. So far 19  
out of the 75 bus stop locations have been renovated. There is another  
round of bus stop projects out for bid. More bus stop improvements on the  
way. They are receiving more contractor interest in these projects.  
Newly appointed Board Member Zweifler announced that the Active  
Transportation Advisory Committee (ATAC) is sponsoring a Bike Month  
event on Wednesday, May 7th. The council and mayor will be participating  
as well as local schools. Also the ATAC will be reaching out to agencies to  
collaborate in educating and providing safety tools and equipment (i.e.  
helmets, lights, bike safety training, etc.).  
5. DAC SECRETARY AND ADA COORDINATOR REPORT  
DAC Secretary welcomed new Board Member Zweifler to the committee and  
thanked Board Member Harris for her service on the DAC Transportation  
Sub-committee and wished her well on her new assignment. She will be  
missed!  
ADA Coordinator thanked DAC Secretary Longoria for her support on the  
DAC for Administrative Professionals Day! He also thanked Board Member  
Harris for her support and congratulated her on her new role in Sacramento.  
Currently the Federal Government is conducting their Triennial Review  
which takes place every 3 years. This is a federal government oversight  
process, particularly used by the Federal Transit Administration (FTA), to  
examine the performance and compliance of grantees of federal funding  
programs. These reviews, conducted roughly every three years, assess  
whether recipients are meeting statutory and administrative requirements.  
The reviews cover various aspects of the grantee's operations, including  
financial management, procurement, and adherence to regulations like the  
Americans with Disabilities Act and Title VI of the Civil Rights Act. The FTA  
provides resources, including workshops, training materials, and procedural  
guides, to assist grantees in preparing for the review.

person. Please be aware that the subcommittee is generally legally prohibited from

7. PRESENTATION  
Microtransit Services - Presentation by  
ADA Coordinator Joe Hinojosa  
ADA Coordinator Joe Hinojosa spoke about Microtransit Services.  
Microtransit is a technology-enabled, shared transportation service that  
uses dynamically generated routes and on-demand scheduling based on  
real-time passenger demand. It falls between traditional fixed-route public  
transportation and ridesharing services, offering flexibility and efficiency.  
Microtransit allows passengers to request rides using an app or other digital  
platform, and the service dynamically adjusts routes and schedules to  
accommodate the demand. Microtransit services can be used for first/last  
mile connections to public transit, providing transportation to and from  
stations or other hubs. They can also be used to connect residential areas to  
downtown or commercial areas, or to provide transportation to specific  
destinations within a designated service area.  
Microtransit is becoming increasingly popular in California, with many  
transit agencies implementing or expanding these services. Agencies are  
also exploring ways to integrate microtransit with other modes of  
transportation, such as paratransit and fixed-route buses. Some cities are  
also launching microtransit programs using electric vehicles to promote  
sustainability.  
There was great discussion among the committee regarding the possibilities  
for microtransit services in the City of Fresno.
