1. CALL TO ORDER  
ADA Coordinator Joe Hinojosa called the meeting to order at 2:07 p.m. Of  
the 5 members, 4 were present.

2. APPROVAL OF AGENDA  
On motion of Board Member Harris, seconded by Board Member  
Vargas, the above Agenda was APPROVED AS AMENDED to include  
a discussion on Active Transportation Advisory Committee (ATAC).  
The motion carried by the following vote:

3. APPROVAL OF MINUTES  
Approval of the Disability Advisory  
Transportation Sub-Committee Minutes  
from October 23, 2024  
On motion of Board Member Derrick, seconded by Board Member  
Francis, the above Minutes were APPROVED. The motion carried by  
the following vote:

4. MEMBER REPORTS AND COMMENTS  
Board Member Vargas updated the committee on the FAX bus schedule.  
Bus service will not be available on Xmas and Thanksgiving days. Service  
will resume the day after.  
5. DAC SECRETARY AND ADA COORDINATOR REPORT  
ADA Coordinator Joe Hinojosa announced that Ron Sheppard resigned from  
the DAC Commission. He encourages those from the public who would like  
to join the commission to fill out an application online.  
The DAC Commission will be reviewing the DAC mission statement and to  
refine the purpose and goals of the commission.  
6. UNSCHEDULED COMMUNICATION / PUBLIC COMMENTS  
Sean Zweifler who serves on the ATAC committee stated that they are  
looking to review City Ordinances. Currently, it is legal for bicyclists to ride  
their bikes on most city sidewalks. They will be voting on recommendations  
to legalize bicycle riding within sidewalks and other areas. They have a  
meeting scheduled on Wednesday, December 11 at 5:30pm to discuss  
those recommendations.  
This portion of the meeting is reserved for persons desiring to address the subcommittee  
on matters not on this agenda. Your presentations are limited to three minutes per  
person. Please be aware that the subcommittee is generally legally prohibited from  
taking any action on information presented in unscheduled communication until  
subsequent meetings.  
7. DISCUSSION  
General Discussion  
The DAC Transportation Committee discussed possible recommendations  
for the ATAC committee to discuss at their next meeting. Some of the  
recommendations included the following:  
1. Reviewing sidewalk specifications in terms of sidewalk width.  
2. Safety considerations around FAX Bus routes  
3. Suggestions on providing palm cards that include Do's & Don'ts for  
pedestrians  
4. Public outreach  
5. Define the legal definition of a bicycle (i.e. E-bikes, scooters...)  
ADA Coordinator was discussing the goal of the Vision Zero plan which is a  
strategy to eliminate all traffic fatalities and severe injuries, while increasing  
safe, healthy, equitable mobility for all.  
In the next 3 to 4 months Public Works will be producing a report on  
sidewalk projects. Joe will share this with the committee.  
The commission discussed having a Town Hall meeting to invite the public  
to get their recommendations for  
improving public transportation.  
General Discussion - Board Member Harris asked if the recently installed  
bus handrails can be modified. Board Member Vargas will follow up and  
get back to the committee.

Subcommittee during the February 26, 2025 regular meeting.
