1. CALL TO ORDER  
Chair Turpin called the meeting to order at 10:47 a.m. Of the 6 members, 5  
were present. Board Member Dhillon arrived at 11:32 a.m. Introductions  
were made. New Board Member Reynaldo Villarreal attended the meeting  
and introduced himself to the commission.  
Note: Due to conference room 2165N being double booked, the DAC  
Commission meeting moved to conference room 4017 located on the 4th  
floor (City Hall).

2. APPROVAL OF AGENDA  
On motion of Board Member Reyes Acosta, seconded by Board  
Member Derrick, the above Agenda was APPROVED as amended due  
to the change in location. The motion carried by the following vote:

3. APPROVAL OF MINUTES  
Approval of the Disability Advisory  
Commission Minutes from March 12, 2024  
On motion of Board Member Reyes Acosta, seconded by Board  
Member Derrick, the above Minutes were APPROVED. The motion  
carried by the following vote:

4. MEMBER REPORTS AND COMMENTS  
Board Member Villarreal stated that he is the Director of Workforce  
Development at Valley Center for the Blind where he oversees all contracts  
and opportunities for the community.  
5. DAC SECRETARY AND ADA COORDINATOR REPORT  
DAC Secretary Diane Longoria welcomed new Board Member Reynaldo  
Villarreal to the DAC Commission and looks forward to working with him in  
support of the community.  
ADA Coordinator Joe Hinojosa also welcomed new Board Member  
Reynaldo Villarreal to the DAC Commission. This will increase the  
members to six. He is excited and looks forward to working with him.  
Joe Hinojosa will be giving the Right-of-Way Transition Plan to the  
Transportation Sub-Committee in April and do some community outreach.  
6. UNSCHEDULED COMMUNICATION / PUBLIC COMMENTS  
Upon call no public comments were received.  
This portion of the meeting is reserved for persons desiring to address the subcommittee  
on matters not on this agenda. Your presentations are limited to three minutes per  
person. Please be aware that the subcommittee is generally legally prohibited from  
taking any action on information presented in unscheduled communication until  
subsequent meetings.  
7. PRESENTATIONS  
Right-of-Way Transition Plan  
The Right-of-Way Transition Plan consists of three areas:  
1. Curb Ramps  
2. Sidewalks  
3. Accessible Pedestrian Signals (APS)  
The goal of the Right-of-Way Transition Plan is to ensure that the City  
maintains accessible paths of travel in the ROW for people with disabilities.  
The Transition Plan describes existing policies and programs to enhance  
accessibility in the ROW.  
ADA Coordinator Joe Hinojosa briefly reviewed each of the 3 areas of the  
transition plan. The City of Fresno has 17% of its city with updated APS  
installed. There was much discussion regarding accessible pedestrian  
signals. Joe Hinojosa responded to questions from the commission. He  
will provide the commission with a list of APS locations. He will also email  
the Transition Plan to the commission for their comments and input.  
DAC Awards Timeline  
ADA Coordinator Joe Hinojosa briefly reviewed the DAC Awards guidelines.  
Due to time constraints, the DAC Awards agenda item will be discussed  
further at the May DAC Commission meeting.  
8. SUBCOMMITTEE REPORTS  
a. TRANSPORTATION SUBCOMMITTEE  
Nothing to report to the commission. The Transportation Sub-committee  
was cancelled due to lack of quorum.  
b. HOUSING SUBCOMMITTEE  
Nothing to report to the commission. The Housing Sub-committee was  
cancelled due to lack of quorum.

Meeting adjourned at 11:57 a.m.

Advisory Commission during the July 9, 2024 regular meeting.
