The Parks, Recreation and Arts Commission (PRAC) met in regular session in the  
Council Chamber at Fresno City Hall on the date and time above written.

Chair McCoy called the meeting to order at 5:44 P.M.

Approval of the regular meeting minutes of September 25, 2023.

Discussion: Subcommittee Reports:  
Cultural Arts Plan:  
6-A.  
Commissioner Ward announced there will be an item that'll be coming up  
later on the agenda; the revised Cultural Arts plan will be finalized the end  
of this week and would like copies available in print for the public.  
6-B.  
Parks Master Plan:  
Vice Chair Dohlin reported the parks master plan subcommittee met with  
staff and consultant over chapter six; will regroup in two weeks for the next  
steps

Members Reports and Comments  
CHAIR MCCOY REPORTS AND COMMENTS: commended the PARCS  
Department for the Halloween and other activities, keeping the commission  
informed and using social media as a tool to reach it’s audience.

City Administration and PARCS Staff Reports and Comments  
PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: announced  
the ribbon cutting at Roeding Park where the dog park was relocated, the  
move addressed ADA path of travel, added solar lighting, added picnic  
tables, added waste receptacles and it was funded by Measure P;  
announced an upcoming community meeting Wednesday October 24, 2023,  
5:30 to 7:00 p.m. for another dog park at Al Radka Park, welcomed the  
Community and the commission to give input in the review of design  
concept.

Unscheduled Communication: Members of the public may address the  
Commission regarding items that are not listed on the agenda and within the subject  
matter jurisdiction of the Commission. Each person will have up to three (3) minutes  
to present.

Community Services (PARCS) Department Fiscal Year (FY) 2025 Budget  
Build as it pertains to the Capital Project Portfolio:  
1. Presentation - Overview of PARCS Department’s FY 2024 Capital  
Projects portfolio.  
2. Receive public input on expenditures related to the PARCS  
Department’s FY 2025 budget.  
3. Action - Make recommendation to the City Council for adoption of  
expenditures in connection to the PARCS Department’s FY 2025  
budget.  
The above hearing began at 5:50 P.M.  
The PARCS department presented the workshop.  
Upon call, no members of the public addressed the commission:  
Commission discussion included: Regional Sports Complex's HVAC  
system; Veterans Memorial Park; mobile science unit in Highway City;  
Capital Projects Department and ongoing parks maintenance.

Hearing - Actions pertaining to the Expanded Access to Arts and Culture

Grant Guidelines:  
1. Receive public input on the draft Expanded Access to Arts and  
Culture Grant Guidelines.  
2. Review and make recommendations from the Parks, Recreation,  
and Arts Commission for the City Council’s consideration and  
adoption of the Expanded Access to Arts and Culture Grant  
Guidelines.  
The above hearing began at 6:30 P.M.  
Director Chavez of the Fresno Arts Council presented.  
Upon call, Camilla Southerland and Thomas Ellis addressed the  
Commission. There were no other comments from the public.  
There was no Commission discussion on this Hearing.  
The above hearing ended at 6:44 P.M

that the above Action Item be APPROVED. The motion carried by the

The above minutes were approved by unanimous vote of the Parks, Recreation, and  
Arts Commission during the October 30, 2023, regular meeting with Commissioner  
Singh absent.
