1. CALL TO ORDER  
Chair Turpin called the meeting to order at 10:40 a.m. Of the 7 members, 6  
were present. Introductions were made. New member Ron Sheppard was in  
attendance and introduced himself to the commission.

2. APPROVAL OF AGENDA  
On motion of Board Member Reyes Acosta, seconded by Board  
Member Derrick, the above Agenda was APPROVED. The motion

3. APPROVAL OF MINUTES  
Approval of the Disability Advisory  
Commission Minutes from April 9, 2024  
On motion of Board Member Reyes Acosta, seconded by Board  
Member Derrick, the above Minutes were APPROVED. The motion  
carried by the following vote:

4. MEMBER REPORTS AND COMMENTS  
Vice Chair Coulter announced that she attended their 40 year Anniversary  
Gala event which was well attended. She also stated that there are office  
renovations going on at her place of business. The renovations should be  
completed sometime the end of July.  
Chair Turpin announced that this will be her last DAC meeting. She will  
officially resign from the DAC Commission as of today. She thanked  
everyone for their support and will miss everyone.  
Board member Reyes Acosta shared her thoughts and ideas regarding the  
DAC Commission and how important it is to continue advocating for the  
disabled community. There is so much the Commission can do to reach out  
to the deaf and blind community.  
5. DAC SECRETARY AND ADA COORDINATOR REPORT  
DAC Secretary Diane Longoria thanked Chair Turpin for her service on the  
DAC Commission. She also welcomed the newly appointed DAC  
Commissioner Ronald Sheppard.  
ADA Coordinator Joe Hinojosa also thanked Chair Turpin for her time on the  
DAC Commission and welcomed Ronald Sheppard to the DAC  
Commission. He looks forward to working with him.  
6. UNSCHEDULED COMMUNICATION / PUBLIC COMMENTS  
Upon call no public comments were received.

on matters not on this agenda. Your presentations are limited to three minutes per  
person. Please be aware that the subcommittee is generally legally prohibited from  
taking any action on information presented in unscheduled communication until  
subsequent meetings.  
7. ACTION ITEM  
FY24/25 Chair/Vice Chair Selection  
The DAC Commission members shared their thoughts and comments  
regarding Chair and Vice Chair appointments for FY24/25. Chair Turpin  
nominated Board Member Derrick for the appointment of Chair. He accepted  
the nomination of Chair. Board Member Reyes Acosta was nominated for  
Vice Chair. She accepted the nomination for Vice Chair.  
On motion of Chair Turpin, seconded by Board Member Sheppard, the  
above Action Item was APPROVED. The motion carried by the  
following vote:  
Aye: 6 -

DAC Awards Taskforce & Duties  
The DAC Commission discussed at length what the process should be  
regarding appointments and duties of the DAC Awards Taskforce members.  
Below are the names of those who will be part of the DAC Awards

Upon call no public comments were received regarding the DAC Awards  
Taskforce action item.  
On motion of Chair Turpin, seconded by Board Member Derrick, the  
above Action Item was APPROVED. The motion carried by the  
following vote:

8. DISCUSSION  
City Council Public Accessibility Act  
At the last Council meeting on June 27, 2024 the City Council approved a  
resolution to revise the Public Accessibility Act. This revision would  
encourage in person public participation in Council meetings, with the intent  
to continue video streaming of meetings. The DAC Commission felt this  
decision would impact public comment for those with disabilities who could  
not attend in person. The DAC Commission spoke at length regarding the  
negative impact of no longer having public comment via Zoom. However,  
Public comment can be made via email, letters and in person appointments.  
The DAC Commission would like to draft a letter to the City Council  
expressing their concerns and their disapproval of the resolution.  
Upon call there was 1 public comment and 1 e-comment.  
On motion of Chair Turpin, seconded by Board Member Villarreal, the  
above Discussion Item was APPROVED. The motion carried by the  
following vote:

9. SUBCOMMITTEE REPORTS  
a. TRANSPORTATION SUBCOMMITTEE  
Nothing to report. The Transportation Sub-committee was cancelled due to  
lack of quorum.  
b. HOUSING SUBCOMMITTEE  
Nothing to report. The Housing Sub-committee was cancelled due to lack of  
quorum.

Meeting adjourned at 11:57 a.m.  
The above minutes were approved by unanimous vote of the Disability  
Advisory Commission during the September 10, 2024 regular meeting.
