3. OLD BUSINESS  
Consultation regarding the replacement of the vinyl mural on the Bekins  
Building (HP#70), located at 301 Van Ness Ave.  
Planning and Development Department  
Sponsors:  
Present on behalf of Appointing Authority was Attorney at Law, Joseph Rubin who accepted  
the Findings, Decision, and Order After Review as presented. The Appellants Attorney's  
were not present.  
A motion was made by Vice Chair Tracy and seconded by Member Hardie to approve the  
Findings, Decision, and Order After Review.  
4. CONTINUED BUSINESS  
Closed Session - Government Code Section 54957 Schedule hearing  
date for the Request for Continuance of Hearing [Pursuance to Fresno  
Municipal Code Section 3-284]

Deputy City Attorney II, Virginia Madrid-Salazar was present on behalf of the City of  
Fresno. The appellant and their representative were also present.  
The hearing was scheduled for September 17, 2024 and September 18, 2024 at 9:00 A.M.

Closed Session - Government Code Section 54957 Consideration and  
adoption of the Hearing Officer’s findings and recommendations. [Pursuant  
to Fresno Municipal Code Section 3-283 (b)

At 9:16 A.M. The Board convened into Executive Session to deliberate the matter.  
At 9:25 A.M The Board re-convened into Closed Session and voted on the matter.  
A motion was made by Vice Chair Tracy and seconded by Member Hardie to accept the  
Recommendations of The Hearing Officer Findings.  
6. HEARING ON APPEAL  
Closed Session - Government Code Section 54957 Public Employee  
Discipline/Dismissal/Release [Pursuant to the Fresno Municipal Code  
Section 3-284]

At 9:25A.M The Board convened into Closed Session and the Hearing on the Appeal began.  
Present on behalf of Appointing Authority was Deputy City Attorney II, Virginia Madrid-  
Salazar and Public Works Department Director, Scott Mozier.  
The Appellant was not present.  
Deputy City Attorney II, Virginia Madrid-Salazar; presented a motion to dismiss The  
Hearing on Appeal due to the absence and no response from the Appellant.  
The motion carried by the following vote:  
Aye: Chairperson McDonald, Vice Chair Tracy, and Member Hardie  
The City of Fresno will serve the Appellant The Dismissal of Hearing on Appeal.  
At 9:29 A.M The Board re-convened into Open Session.  
7. UNSCHEDULED COMMUNICATION  
Members of the public may address the Civil Service Board regarding items that are not  
listed on the Agenda and within the subject matter jurisdiction of the Board. Each person is  
limited to a three (3) minute presentation. Board action on unscheduled items, if any, shall  
be limited to referring the item to staff for a report and possible scheduling on a future Civil  
Service Board agenda.
