1. CALL TO ORDER  
Chair Derrick called the meeting to order at 10:43 a.m. Of the five members  
three were present.

Excused 2 - Birdevinder Rickie Dhillon, and Reynaldo Villarreal  
2. APPROVAL OF AGENDA  
On motion of Vice Chair Reyes Acosta, seconded by Coulter, the  
above Agenda was APPROVED. The motion carried by the following  
vote:

3. APPROVAL OF MINUTES  
Approval of the Disability Advisory  
Commission Minutes from November 12,  
2024  
On motion of Vice Chair Reyes Acosta, seconded by Coulter, the  
above Minutes were APPROVED. The motion carried by the following  
vote:  
Aye: 3 - Coulter, Vice Chair Reyes Acosta and Chair Derrick  
Excused: 2 - Dhillon and Villarreal  
4. MEMBER REPORTS AND COMMENTS  
Vice Chair Reyes Acosta stated in light of the recent fires occurring down  
south; are there emergency safety precautions for disabled individuals?  
Does the State have something in place to assist disabled individuals in  
case of emergency?  
Chair Derrick welcomed everyone to the first DAC meeting for 2025.  
Commissioner Coulter also spoke regarding safety precautions. She had  
attended training in the past regarding safety protocols. She has information  
she can email to the Commission.  
5. DAC SECRETARY AND ADA COORDINATOR REPORT  
DAC Secretary Diane Longoria welcomed everyone to the first DAC meeting  
for 2025.  
ADA Coordinator Joe Hinojosa agreed with the Commission in regards to  
emergency preparedness. The City of Fresno and the County of Fresno  
may be looking at a partnership in developing an emergency plan. The City  
of Fresno recently hired an emergency manager. Joe Hinojosa plans to  
reach out to the emergency manager.  
The Department of Transportation adopted the Public Right of Way  
Accessibility Guidelines (PROWAG). The guidelines will only apply to  
sidewalks located at bus stops. Joe Hinojosa will discuss this further at the  
next DAC Transportation Sub-committee meeting.  
6. UNSCHEDULED COMMUNICATION / PUBLIC COMMENTS  
This portion of the meeting is reserved for persons desiring to address the subcommittee  
on matters not on this agenda. Your presentations are limited to three minutes per  
person. Please be aware that the subcommittee is generally legally prohibited from  
taking any action on information presented in unscheduled communication until  
subsequent meetings.

7. ACTION ITEM  
Group photo of DAC Commission  
members  
ADA Coordinator Joe Hinojosa took a group photo of the DAC  
Commissioners who were present.  
Update DAC Mission and Purpose  
Statement  
ADA Coordinator Joe Hinojosa reviewed with the Commission samples of  
mission statements. Below are key points to remember about mission and  
vision statements.  
Mission: Focuses on the current purpose and activities of the organization,  
outlining what they do and for whom  
Vision: Describes the future aspiration of the organization, where they want  
to be and what they hope to achieve  
Also goals and values should be considered. There was much discussion  
among the Commission regarding what the mission and vision statement  
should look like.  
The next meeting in February will be to discuss and review mission goals.  
Joe Hinojosa will provide samples of mission statements to the  
Commission.  
On motion of Vice Chair Reyes Acosta, seconded by Coulter, the  
above Action Item will be discussed further and added as an agenda  
item for the February 11, 2025 meeting. The motion carried by the  
following vote:

8. SUBCOMMITTEE REPORTS

Nothing to report from the DAC Transportation Sub-committee meeting.
