7. DISCUSSION
Right-of-Way Transition Review - ADA
Coordinator, Joe Hinojosa
The Right-of-Way Transition Plan was presented to the DAC meeting on
April 9, 2024 to get their comments and input. The last update was in 2016
by the previous ADA Coordinator. This is a 10 year plan which will get
updated again in 10 years. Many of these projects will be done with grant
dollars. The goal is to complete 300 curb ramps each year over a 10 year
period. The target goal is to pour approximately 27,000 linear ft. of sidewalk
a year.
The Right-of-Way Transition Plan consists of three areas:
1. Curb Ramps
2. Sidewalks
3. Accessible Pedestrian Signals (APS)
The goal of the Right-of-Way Transition Plan is to ensure that the City
maintains accessible paths of travel in the ROW for people with disabilities.
The Transition Plan describes existing policies and programs to enhance
accessibility in the ROW. ADA Coordinator Joe Hinojosa briefly reviewed
each of the 3 areas of the
transition plan. Joe had the opportunity to attend the ADA National seminar
last year. One of the discussion items had to do with APS. Out of 100
participants, no one exceeded 10% of having APS intersections. The City of
Fresno has 17% of its city with updated APS installed at intersections.
There was much discussion regarding accessible pedestrian signals. Joe
Hinojosa responded to questions from the committee. It was suggested by
the committee to compile a list of zip codes or neighborhoods that could
benefit from APS.
