1. CALL TO ORDER  
ADA Coordinator Joe Hinojosa called the meeting to order at 2:02 p.m. Of  
the 5 members, 4 members were present.

3. APPROVAL OF MINUTES  
Approval of the Disability Advisory  
Transportation Sub-Committee Minutes  
from December 13, 2023  
On motion of Board Member Vargas, seconded by Board Member  
Grey, the above Minutes were APPROVED. The motion carried by the

4. MEMBER REPORTS AND COMMENTS  
Board Member Vargas updated the committee regarding the status of the 14  
paratransit. They are ready to go pending final audit which is to be  
completed soon. "We Drive You" is the new name from "National Express."  
Board Member Grey update the committee on the progress of bus stop  
improvements:  
Shaw/Cedar projects completed towards the end of last year. A total of 63  
stops all completed. Next round of bus stop improvements is scheduled to  
start by the end of the year. 30 to 40 bus stops under construction by the  
end of the year. Seventy-five bus stops have been identified and will be  
spread out over the next four phases.  
Board Member Derrick stated that their paratransit subcontractor changed  
their name from "National Express" to "We Drive You."  
5. DAC SECRETARY AND ADA COORDINATOR REPORT  
ADA Coordinator Joe Hinojosa stated that there will be an update on the  
transition plan from fax.  
He also announced that a family member has joined the ranks as a City of  
Fresno bus driver.  
6. UNSCHEDULED COMMUNICATION / PUBLIC COMMENTS  
Upon call no public comments were received.

7. DISCUSSION  
Right-of-Way Transition Review - ADA  
Coordinator, Joe Hinojosa  
The Right-of-Way Transition Plan was presented to the DAC meeting on  
April 9, 2024 to get their comments and input. The last update was in 2016  
by the previous ADA Coordinator. This is a 10 year plan which will get  
updated again in 10 years. Many of these projects will be done with grant  
dollars. The goal is to complete 300 curb ramps each year over a 10 year  
period. The target goal is to pour approximately 27,000 linear ft. of sidewalk  
a year.  
The Right-of-Way Transition Plan consists of three areas:  
1. Curb Ramps  
2. Sidewalks  
3. Accessible Pedestrian Signals (APS)  
The goal of the Right-of-Way Transition Plan is to ensure that the City  
maintains accessible paths of travel in the ROW for people with disabilities.  
The Transition Plan describes existing policies and programs to enhance  
accessibility in the ROW. ADA Coordinator Joe Hinojosa briefly reviewed  
each of the 3 areas of the  
transition plan. Joe had the opportunity to attend the ADA National seminar  
last year. One of the discussion items had to do with APS. Out of 100  
participants, no one exceeded 10% of having APS intersections. The City of  
Fresno has 17% of its city with updated APS installed at intersections.  
There was much discussion regarding accessible pedestrian signals. Joe  
Hinojosa responded to questions from the committee. It was suggested by  
the committee to compile a list of zip codes or neighborhoods that could  
benefit from APS.

abstained by Board Member Harris during the August 28, 2024 regular  
meeting.
