1. CALL TO ORDER  
Chair Derrick called the meeting to order at 10:39 a.m. All five members  
were present.

3. APPROVAL OF MINUTES  
Approval of the Disability Advisory  
Commission Minutes from January 14,  
2025  
On motion of Vice Chair Reyes Acosta, seconded by Dhillon, the  
above Minutes were APPROVED. The motion carried by the following

4. MEMBER REPORTS AND COMMENTS  
Vice Chair Reyes Acosta asked if she could get a copy of the March 13th  
council meeting agenda regarding the Housing project agenda item.  
5. DAC SECRETARY AND ADA COORDINATOR REPORT  
DAC Secretary Diane Longoria took a group photo of the DAC Commission.  
DAC Coordinator Joe Hinojosa gave the commission an update regarding  
the newly adopted PROWAG guidelines. On January 17, 2025, the U.S.  
Department of Transportation (DOT) finalized a rule adopting the Access  
Board's Public Right-of-Way Accessibility Guidelines (PROWAG) for new  
construction and alterations of transit stops in the public right-of-way,  
making them enforceable ADA standards. Joe Hinojosa briefly explained to  
the commission how this will impact the City of Fresno.  
6. UNSCHEDULED COMMUNICATION / PUBLIC COMMENTS  
This portion of the meeting is reserved for persons desiring to address the subcommittee  
on matters not on this agenda. Your presentations are limited to three minutes per  
person. Please be aware that the subcommittee is generally legally prohibited from  
taking any action on information presented in unscheduled communication until  
subsequent meetings.

7. DISCUSSION ITEM  
Discuss and Review Mission Goals  
DAC Coordinator Joe Hinojosa gave a brief overview regarding mission  
goals, mission statement, vision, etc. for the DAC Commission. The DAC  
Commission were in agreement to use Google Docs to draft and review the  
revised mission statement. Joe Hinojosa will set up Google Docs on behalf  
of the commission. There is no specific deadline to complete the mission  
statement.  
DAC Awards Discussion  
DAC Coordinator Joe Hinojosa began the discussion regarding DAC Awards  
process and timeline. Board member Villarreal volunteered to serve on the  
task force along with Chair Derrick and the nomination of Marla Williams to  
serve on the task force. The task force will review and simplify the  
nomination form and update the guidelines which will include reviewing and  
revising the supporting letters. The task force has the flexibility to meet via  
Zoom to conduct business. The goal is to have the nominations completed  
by May 2025 and ready to present at council in October.  
On motion of Dhillon, seconded by Coulter, that Board Member  
Villarreal, Chair Derrick and Marla Williams serve on the DAC Task  
Force. The motion carried by the following vote:

8. SUBCOMMITTEE REPORTS  
a. TRANSPORTATION SUBCOMMITTEE  
Chair Derrick stated that is a class scheduled for new hires for Handy Ride  
employees. The training is comprehensive and covers safety to protect  
employees and its riders. This service is intended to provide paratransit  
service comparable to the FAX bus service to persons with disabilities.  
FAX Handy Ride is a service designed to meet the transportation needs of  
eligible persons with disabilities who cannot functionally use the FAX City  
bus system. Cash fare to ride Handy Ride is $1.25. For details about buying

At the next DAC meeting the commission will discuss Micro Transit.  
Microtransit is a technology-enabled, on-demand mode of transportation  
that uses multi-passenger vehicles to provide flexible, point-to-point rides  
within designated service areas, often accessed via a smartphone app or  
phone call.
