Commission discussion on this item included: request for new
commissioners to be guided through the budget motion process, as this is
their first time participating in the cycle; request for data on the percentage
or number of their recommendations approved by Council; clarification on
crime reduction statistics in parks, including how they compare to citywide
crime trends; request for access to park-specific crime data, including a
spreadsheet or memo detailing reductions by category and location;
concerns about an 18% increase in assaults at parks, the timing and context
of incidents; update requested on Park Ranger staffing, confirming that 20
positions are budgeted, 17 are filled, and hiring is ongoing to reach full
staffing; inquiry about ranger assignments by district, including which
districts have the most calls and how staffing shortages are affecting
coverage in areas like Southwest and Northwest Fresno; clarification on the
meaning of the “previous balance” in the budget worksheet, including
whether it reflects unspent funds from prior allocations and why those funds
remain unspent; clarification on Category 4 budget figures; request for
clarification on the financial planning for the Cultural Arts Plan, specifically
regarding expenditures projected for fiscal year 2027 and the update
scheduled for 2028; Clean California Community Day events, including
which BIPOC farmers were involved and whether both events were
classified as special or community events; increased participation in future
cleanups, including outreach through West Fresno community centers,
flyers, and partnerships with local organizations; collaboration with local
groups to provide transportation for youth to participate in cleanups,
highlighting organizations with electric vans and community interest in
supporting such efforts; proposed mural project in West Fresno, with a focus
on reflecting the diversity of the 93706 community and uniting residents
through public art and youth engagement; challenge issued for Parks
Commissioners to participate in a community cleanup, with support
expressed for broader commissioner involvement in beautification efforts,
and; definition of “community cleanup” expanded, with emphasis on not only
removing trash but also improving the appearance and condition of buildings
and public spaces.
On motion of Commissioner Dohlin to allocate funding not to exceed
$100,000 to the PARCS Department for the installation of a shade
structure at the small dog park in Roeding Park, seconded by Chair
McCoy, that the above Action Item be APPROVED. The motion carried
