The City Council for the City of Fresno convened in budget hearing session on June  
10, 2024, at 9:10 A.M.

APPROVE AGENDA  
The agenda for the budget hearing was approved at the start of the meeting  
on June 2, 2025.  
On motion of Vice President Arias, seconded by Councilmember  
Perea, that the above be APPROVED. The motion carried by the

Vote on Budget Motions  
Upon call, the following members of the public addressed Council: Jovana  
Morales, Rosa De Leon, Damaris Sid, Kiel Lopez Schmidt, Ari C., Elliot  
Bailey.  
During discussion, Councilmembers made a total of 21 additional motions  
(#61 thru #81), as detailed below.  
On motion of Councilmember Esparza to approve all motions,  
seconded by Councilmember Maxwell, that the above Action Item be  
APPROVED. The motion carried by the following vote:  
Aye: 6 - Karbassi, Perea, Maxwell, Vang, Richardson and Esparza  
Absent: 1 - Arias  
Council Motions Made June 10, 2025  
Vice President Arias motioned (#61) $500,000 for the EPA Community Wide  
assessment Grant and $750,000 to the Brownfields Revolving Loan fund for  
a total of $1.25 million to the Planning and Development department  
budget. Seconded by Councilmember Maxwell. (Planning & Development)  
Vice President Arias motioned (#62) to allocate $501,100 for the basketball  
courts at Neilson Park to include repairs, resurfacing, restriping, new  
basketball hoops, painting of existing light poles, new picnic and ADA path  
for travel area from the Measure "P" category 1 fund 2711 of unprogrammed  
dollars. Seconded by Councilmember Maxwell. (PARCS)  
Vice President Arias motioned (#63) for PARCS department to find  
alternative office space. $2,000,000 million towards improvements towards  
the playground at Dickey Park as much of it that can come from Measure "P"  
as possible in accordance to the Master Plan for the Dickey Youth.

Councilmember Richardson motioned (#64) Left turn phasing signal at  
Millbrook and Nees with an estimated cost of $100,000 to be completed in  
FY 2026. Seconded by Councilmember Perea. (Public Works)  
Councilmember Maxwell motioned (#65) $80,000 for the shade structure at  
Vinland Park. Seconded by Vice President Arias. (PARCS)  
Councilmember Maxwell motioned (#66) $15,000 for the Cary Park Little  
League Team. Seconded by Vice President Arias. (PARCS)  
Councilmember Vang motioned (#67) to fund the road diet on California  
between Clovis and Fowler with amount of cost design and construction to  
be based on engineering estimates In amount of $100,000. Seconded by  
Council President Karbassi. (Public Works)  
Councilmember Vang motioned (#68) to continue the travel pathway or  
sidewalk along Armstrong Ave heading south to Church Ave and along  
Church between Fowler and Armstrong Ave. Seconded by Council President  
Karbassi. (Public Works)  
Councilmember Perea motioned (#69) to allocate $100,000 to fund LGBTQ+  
nonprofit grants program. Seconded by Vice President Arias. (General City  
Purpose)  
Councilmember Perea motioned (#70) for $100,000 to reactive the City of  
Fresno's youth commission. Seconded by Vice President Arias. (PARCS)  
Council President Karbassi motioned (#71) to allocate $207,000 to swing  
sets at Logan Park. Seconded by Vice President Arias. (PARCS)  
Council President Karbassi motioned (#72) to allocate $207,000 to swing  
sets at Orchid Park. Seconded by Vice President Arias. (PARCS)  
Council President Karbassi motioned (#73) for the following improvements  
at Stallion Park $920,900 for playground improvements, $305,000 for  
restroom renovations, and $50,000 for other improvements. As much as  
possible funding from Measure "P". Seconded by Vice President Arias.

Council President Karbassi motioned (#74) for $400,100 for design cost for  
new neighborhood park at Barstow and Veterans. Seconded by  
Councilmember Maxwell. (PARCS)  
Council President Karbassi motioned (#75) to allocate up to $150,000  
towards the creation of an Ag Land Mitigation Fee Program. Seconded by  
Vice President Arias. (Planning & Development)  
Council President Karbassi motioned (#76) for $1,200,000 million for left  
turn phasing at Bullard and Van Ness. Seconded by Vice President Arias.

Council President Karbassi motioned (#77) for $200,000 for a potential  
district wide CFD for Districts 2 and 4. Seconded by Councilmember  
Richardson. (Public Works)  
Council President Karbassi motioned (#78) for $203,700 for corridor  
maintenance as outlined by Staff on Marks between Sierra and Shaw.  
Seconded by Councilmember Perea. (Public Works)  
Council President Karbassi motioned (#79) for $50,000 for corridor  
maintenance West between Bullard and Barstow. Seconded by  
Councilmember (Public Works)  
Council President Karbassi motioned (#80) for $10,000,000 million for the  
West area to be funded towards the full completion of Veterans Blvd to be  
fully funded by Measure "C". Seconded by Councilmember Maxwell. (Public  
Works)  
Councilmember Maxwell motioned (#81) $540,000 for an additional  
amenities at Les Kimber park from Category 2 Fund 2700 of Measure "P"  
funds. Seconded by Councilmember Esparza. (PARCS)  
Council Requests for Information Made June 10, 2025  
Vice President Arias requested a list of all the 33 items needed to obtain the  
pro housing designation. (Planning & Development)  
Council President Karbassi requested regarding Orchid Park, how much of  
the cost is because of the ADA inclusive seat? (PARCS)  
Council President Karbassi requested estimates for Bullard and Forker left  
turn phasing. (Public Works)

City Council recessed the June 10, 2025, Budget Hearings at 10:28 A.M. to  
be resumed Tuesday, June 17, 2025, at 9:00 A.M.
