The City Council met for resumed budget hearings in the Council Chamber, City  
Hall, on June 17, 2025, at 9:00 A.M.

Controller Danisi led the Pledge of Allegiance.  
APPROVE AGENDA  
The agenda for the budget hearing was approved at the start of the meeting  
on June 2, 2025.  
City Clerk Stermer announced the following correction to the Salary  
Resolution (Budget item A, file ID 25-826): paragraph F under Section 17 on  
page 22 references executive pay ranges E5 through E22. The range will be  
corrected to read E5 through E24.  
Tuesday, June 17, 2025 - 9:00 A.M. (Vote on Final Budget)  
Upon call, the following members of the public addressed Council: Rosa De  
Leon, and Jovana Morales  
Council President Karbassi made the following announcement: Council  
adopted 82 Budget motions which resulted in the General Fund for the  
proposed Fiscal Year 2026 Budget being out of balance. The Administration  
has worked to develop a resolution that would allow the Council to adopt a  
balanced budget as required by the City Charter. The Annual Appropriations  
Resolution and related budget documents for consideration will accomplish  
the balanced budget requirement. A reconciliation summary sheet outlining  
the changes is attached to the Budget AAR as Exhibit B and has been  
distributed along with the budget documents.  
Discussion was held between Council and the administration.  
Council President Karbassi motioned to ADOPT the 9:00 A.M. budget  
items, A through G, including the changes made pursuant to the FY26  
Budget Reconciliation Summary identified as Exhibit B to the Annual  
Appropriations Resolution. The motion supersedes all previous  
budget motions. Councilmember Esparza, seconded the motion which  
carried by the following vote:
