The Parks, Recreation and Arts Commission (PRAC) met in regular session in the  
Council Chamber at Fresno City Hall on the date and time above written.

Chair McCoy called the meeting to order at 5:39 P.M.

Members Reports and Comments  
COMMISSIONER BARRAZA REPORTS AND COMMENTS. Raised  
concerns regarding public safety in city parks, referencing a prior discussion  
held during the police department’s last budget presentation. Requested an  
update on park-related safety activities, specifically regarding the  
effectiveness of the newly established Parks Ranger classification. Noted  
that a Police Department representative had previously offered to provide  
statistics on incidents and ranger impact. Addressed the leasing process for  
park facilities. A prior presentation from park staff was acknowledged,  
recent feedback from community organizations indicated dissatisfaction with  
the current process. Suggested allowing more community input and  
clarifying responsibilities for maintaining public safety during facility rentals.  
Expressed concerns about penalties imposed on youth sports organizations  
and the need for more inclusive decision-making. Stated an intention to  
formally request that public safety in parks be added to a future agenda for  
discussion. Reported that a meeting had taken place with a councilmember  
and the PARCS Director prior to a recent vacation to address these issues  
and emphasized the importance of listening to neighborhood voices.  
VICE CHAIR WARD REPORTS AND COMMENTS. Highlighted several arts  
and cultural events currently taking place around the city, supported by  
Measure “P” funded organizations. Announced the Armenian Museum has  
opened a new exhibit and remains free and accessible to the public on most  
weekdays. Commissioners and community members were encouraged to  
visit. Fresno Art Museum is featuring an exhibit of stone sculptures from  
Zimbabwe, primarily drawn from the private collection of former  
commissioner Mona Cummings. Announced Arte Américas is presenting its  
"Monumental Figures" exhibit and has extended its outdoor sculpture  
installations to Fresno State and Fresno City College. The public was  
encouraged to visit these locations while the exhibits remain on display.  
CHAIR MCCOY REPORTS AND COMMENTS. Extended a personal  
invitation to attend a community event taking place on Saturday at Fresno  
City College West Campus. The event will feature Dr. Bruce Trouble from  
Tallahassee, Florida, who will speak about his latest book, By Any Dreams  
Necessary. The program will include a deep conversation focused on  
community empowerment, activism, strategic planning for the 21st century,  
and the use of data to drive advocacy. Lunch will be served from 11:00 a.m.  
to 12:30 p.m., and the event will begin promptly at 1:00 p.m. The event is  
free and open to the public, with food provided. Encouraged attendance and  
emphasized the value of the discussion in supporting local advocacy efforts  
and building a healthier Fresno.

City Administration and PARCS Staff Reports and Comments  
PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS. Reported that  
October was a busy month for the Parks Department, with over 30 programs  
held throughout the city. These included family-friendly events such as  
trunk-or-treats and haunted houses. One event attracted nearly 2,500  
attendees, while the haunted house at Pinedale attracted approximately 500  
participants, and the trunk-or-treat at El Dorado had around 600 attendees.  
Expressed appreciation to the commission and Parks Department staff for  
their efforts in promoting and delivering these community services.

Workshop - Overview of PARCS Department’s FY 2026 After School,

Recreation, and Community Services Programs to inform the FY 2027  
budget (PARCS).  
The above item was presented to the Commission by Assistant Director  
MacNab.  
Commission discussion on this item included: number of participants in  
each program and how the PARCS department determines which programs  
to implement; the administration of grant awards and funds; details  
regarding the mobile science tour reaching community centers city wide;  
clarification regarding the grant funded Tech Easy program class schedule,  
accessibility, and requirements to receive a free device; attendance rates,  
accessibility, and promotional information for community centers providing  
senior meals; Fiscal year 2027 anticipated plans and supported  
recommendations from PRAC to continue those plans; request for  
performance report for programs and report comparing data before and after  
Measure “P” funds; updating the PARCS Master Plan and Cultural Arts  
Master Plan timeline, and; status of the Junior Lifeguard Program.

The above item was presented to the Commission by Fresno Arts Council  
Director Lilia Gonzales Chavez.

make the Cultural Arts Subcommittee a standing committee; timeline,  
process and recommendations for updating the guidelines and the  
community’s participation; deadline creating the next Cultural Arts  
Subcommittee, and; increasing outreach and promotion for applications and  
guidelines.

Commission by Business Manager Xiong. Upon call, no members of the  
public addressed the Commission. Public comment closed at 7:05 P.M.  
Commission discussion on this item included: proposing the previous year  
of PRAC recommendations which were not accepted by Council be  
recommended this year; PRAC recommendations in accordance with  
Council priorities as opposed to those that fall outside them; information  
from PARCS Department highlighting the necessity for specific  
recommendations; and, the importance of PRAC representing the  
community.

Commission discussion on this item included: schedule for wrestling  
tournament taking place at the Convention Center, and; qualifications for all  
ages participating in the tournament.

Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa and  
quoted the late Dr. James Aldredge, "It's mandatory for all citizens to try to  
better their community," at 7:23 P.M.
