The Parks, Recreation and Arts Commission (PRAC) met in regular session in  
the Council Chamber at Fresno City Hall on the date and time above written.  
Chair McCoy participated remotely via Zoom pursuant to the just cause  
childcare provisions of Assembly Bill 2449.

Chair McCoy called the meeting to order at 5:35 p.m.

Cultural Arts Plan:  
There was no update from the Cultural Arts Plan Subcommittee.

Parks Master Plan:  
There was no update from the Parks Master Plan Subcommittee.  
Outreach Committee:  
There was no report from the Outreach Subcommittee. This body was  
dissolved as reported during the February 27, 2023, PRAC meeting.

Members Reports and Comments  
Commissioner Barraza Comments. Requested staff schedule a meeting for  
the Parks Master Plan Subcommittee so there would be no delays in the  
Parks Master Plan process.  
Commissioner Oputa Comments. Recognized March as Women's History  
Month. Congratulated Professor Lee Herrick of Fresno City College for his  
appointment as California's Poet Laureate.  
Commissioner Cummings Comments. Announced Tree Fresno, in  
partnership with the City of Fresno and the Fresno Chaffee Zoo, planted 79  
trees on March 24, 2023. The event utilized volunteers from Golden Charter  
Academy, the Green Team Youth Ambassador Program and Advance  
Peace.

City Administration and PARCS Staff Reports and Comments  
PARCS Director Aguirre Comments. Thanked PARCS Department staff and  
others for working late nights and weekends to keep the warming centers  
open continuously from December 21, 2022, thru March 21, 2023. The  
PARCS Department hosted four well attended community meetings in March  
to discuss "high needs parks" with community members.

Workshop - Status of in progress projects funded by Measure P funds.

Assistant PARCS Director Chinevere presented the workshop.  
Commission discussion on this item included: improvements at the Hinton  
Community Center not including the building; why some parks have  
Measure "P" signs but not others; how multi-year projects are budgeted  
within the PARCS Department; providing invitations to Commissioners for  
ribbon cutting and grand opening ceremonies; utilizing the full names of  
parks with culturally significant names instead of the park initials; which  
courts at Vinland Park were being resurfaced; the amount of community  
input received prior to creating new parks and the possibility of utilizing the  
existing PRAC survey's; priority for groups that reserve park amenities over  
those groups that do not make reservations; the possibility of Measure "P"  
Cultural Arts related projects being part of larger capital projects for the  
economy of scale.  
WORKSHOP PRESENTED  
Workshop - Overview of Measure P Ordinance as it pertains to the  
9-B.  
Commission’s authority as outlined in Ordinance Section 7-1509 (e).  
(PARCS)  
PARCS Director Aguirre presented the workshop.  
Commission discussion on this item included: the PARCS Department focus  
on preparing the grant opportunities and guidelines for the Cultural Arts Plan  
for Commission review; the possibility of Commissioners recommending  
grant guidelines beyond the Cultural Arts Plan during upcoming budget  
hearings.

Hearing - Receive public input on allocations related to Measure P, updates to  
the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department

Upon call, the following people addressed the Commission: Michaelynn  
Lewis, Clare Statham, Brandi N., Shannon Thom and Robert McCloskey.  
The hearing closed at 7:15 p.m.

Commission regarding items that are not listed on the agenda and within the  
subject matter jurisdiction of the Commission. Each person will have up to three  
(3) minutes to present.  
Upon call, the following members of the public addressed the Commission

The above minutes were approved by unanimous vote of the Parks,  
Recreation, and Arts Commission during the April 17, 2023, regular meeting  
with Commissioner Singh, Commissioner Vang and Chair McCoy absent.
