Call to Order  
Vice Chair Dohlin called the meeting to order at 5:33 P.M.  
Roll Call  
Chair McCoy was absent during roll call and joined the meeting at 5:37  
P.M.

Interim City Clerk Parra announced the following changes to the agenda:  
The minutes for October 18, 2021 and October 25, 2021 were continued to  
November 15, 2021.  
On motion of Commissioner Vang, seconded by Commissioner  
Cummings,the above Action was approved. The motion carried by  
the following vote:

Discussion: Subcommittee Reports:  
Commissioner Vang stated the Request for Proposal (RPF) will be sent out  
on Friday, November 2, 2021.  
Members Report and Comments  
Commission Barraza asked staff for an update on the action City Council  
took on the recommendation made on the Measure P agenda item. Chair  
McCoy announced the item was continued to the November 4, 2021 regular  
meeting.  
Commissioner Oputa addressed her concerns with the survey and the lack  
of community input that was provided.  
Commissioner Parkes encouraged the Commission to attend the meeting in  
person at City Hall.  
Chair McCoy asked the Commissioners to hold their questions during  
workshops until staff presentation is finished.  
Commissioner Cummings spoke regarding addressing questions from  
members of the public during pubic comment regarding Roeding Park.

City Administration and PARCS Staff Reports and Comments  
Program Administrator Ramirez announced interpreters are available at  
today's meeting, and the Measure P council item was continued to  
November 4, 2021.

DISCUSSION - Parks Identification of Projects and Priorities Process  
11-A.  
(WRT)  
The above item was introduced to the Commission by Consultant Gibbs,  
WRT and Director Miller, PARCs Department.  
Commissioner Parkes requested the maps be enlarged and provided to the  
Commissioners for a better view. Consultant Gibbs responded.

Actions pertaining to the Highest Needs Definition (WRT)  
1. HEARING - Presentation of the Proposed Highest Needs Definition  
2. ACTION - Recommendation to City Council to Adopt the Proposed  
Highest Needs Definition  
12-A.  
The above item was introduced to the Commission by Consultant Gibbs,  
and Associate Bejarano, WRT.  
Upon call, the following member of the public addressed the Commission:  
Sylvesta Hall.  
Commissioner Vang ask that the survey be open to the community to obtain  
more public participation without having to attend the meetings.  
Commissioner Barraza motioned to select the highest needs percentile from  
51 to 100 top 50%. Commissioner Singh seconded the motion. Motioned  
FAILED  
Commissioner Oputa motioned to accept WRTs recommendation and that  
the commission vote separately on the equity factor and highest needs.  
Commissioner Parkes seconded the motion. Motioned FAILED  
Vice Chair Dohlin motioned to accept WRT proposal as presented and take  
the top 25% of the highest needs neighborhoods as the cut off.  
Commissioner Cummings seconded the motion. Motion PASSED, 5-4,  
Commissioner Barraza, Commissioner Singh, Commissioner Oputa,  
Commissioner Vang voted no.
