Call to Order  
Chair McCoy called the meeting to order at 5:33 P.M.  
Roll Call  
Commissioner Miller, Commissioner Vang and Vice Chair Dohlin were  
absent during roll call and joined the meeting at 5:39 P.M.

City Clerk Stermer announced translators were available, Commissioner  
Cummings was not going to be in attendance, and the minutes for  
November 1, 2021 were continued to December 6, 2021 regular meeting.  
On motion of Commissioner Oputa, seconded by Commissioner  
Parkes,the above Action was approved. The motion carried by the  
following vote:

Approval of Minutes for October 18, 2021 and October 25, 2021

On motion of Commissioner Parkes, seconded by Vice Chair Dohlin,

Commissioner Parkes announced the meeting for the Cultural Art Plan was  
scheduled for November 15, 2021 was cancelled, but the committee did  
receive an update by Lilia Chavez and the Request for Proposal (RFP) went  
out and all the Commissioners have received a copy.  
Chair McCoy stated there was nothing to report out on the Highest Needs  
Neighborhood.  
Vice Chair Dohlin stated there was nothing to report out on the Parks Master  
Plan.

Members Reports and Comments  
Commissioner Barraza expressed his concerns regarding the representation  
of the Parks, Recreations, and Arts Commission at the previous Council  
Meeting, on November 4, 2021.  
Commissioner Oputa recommended an item be placed on the next agenda  
to discuss the Commission's ability to respond to members of the  
community's questions during public comment. Deputy City Attorney Costa  
responded.  
Vice Chair Dohlin congratulated Director Aguirre on his new promotion as  
Director of the PARCs Department and thanked Director Miller for all her  
work with the Commission.  
Commissioner Parkes thanked the city staff for the clean up work on the  
Luis Eaton Trail.  
Chair McCoy spoke regarding her attendance at the last Council meeting  
regarding the recommendation the Commissioners made on the agenda  
item regarding "Actions Related to Improving Operations and Maintenance  
in Parks and Trails." Additionally, Chair McCoy requested the  
Commissioners send all requests for documents to Chair McCoy, she will  
then forward to the City Attorney's Office for distribution to the Commission.

City Administration and PARCS Staff Reports and Comments  
Assistant City Manager Kanne introduced and congratulated Director  
Aguirre and Assistant Director Ramirez on their recent promotion in the  
PARCs Department.  
Director Aguirre and Assistant Director Ramirez thanked the  
Commissioner's and stated they look forward to working with the committee.

Members of the public may address the Commission regarding items that are not  
listed on the agenda and within the subject matter jurisdiction of the Commission.  
Each person will have up to three (3) minutes to present.
