SUBJECT
Title
***RESOLUTION – Exempting Applications for Speed Humps on Local Streets Adjacent to Public and Private K-12 School Campuses from Certain Requirements of Resolution No. 2022-035 (Residential Street Speed Hump Policy) (Subject to Mayor Veto)
Body
RECOMMENDATION

Adopt a resolution exempting qualifying applications submitted by public and private K-12 schools for speed humps on local streets immediately adjacent to school property from specified provisions of the City’s Residential Street Speed Hump Policy (Resolution No. 2022-035) and establishing those applications as the highest priority category for funding and installation, subject to applicable engineering, safety, operational, and funding requirements

EXECUTIVE SUMMARY

The proposed resolution is to improve the process by which schools may seek traffic calming measures on streets bordering their campuses. The City’s current Residential Street Speed Hump Policy requires substantial neighborhood petition support before an application may proceed. Although appropriate for many residential requests, that process does not fully account for the distinct traffic conditions and pedestrian activity associated with school campuses.

The proposed resolution would permit the governing body of a public or private K-12 school, or its authorized representative, to apply for speed humps on a local street immediately adjacent to the school’s property without meeting the policy’s neighborhood support thresholds. It would also waive two specified roadway eligibility provisions and assign qualifying school applications to the highest priority for funding and installation. The resolution does not authorize automatic installation; all remaining applicable eligibility and engineering safeguards continue to govern each request.
