RECOMMENDATION

 

Staff recommends that the City Council (1) adopt a finding of Categorical Exemption pursuant to Section 15301/Class 1 of the California Environmental Quality Act (CEQA) Guidelines, and (2) award a construction contract to Avison Construction, Inc. of Madera, California in the amount of $567,905, as the lowest responsive bidder, for Knight Avenue Improvements Project between Jensen Avenue and Grove Avenue and authorize the Capital Projects Director or designee to sign the construction contract on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The City of Fresno seeks to award a construction contract for the construction of the Knight Avenue Improvements Project between Jensen Avenue and Grove Avenue. This project will widen Knight Avenue by reconstructing the eastern portion of the street to include curb, gutter and sidewalk. These improvements will tie into future roadway improvements and development around the area. The subject construction contract award will be funded using Community Development Block Grant (CDBG) funding.

 

BACKGROUND

 

The Knight Avenue Improvements project will reconstruct the east half of Knight Avenue between Grove Avenue and Jensen Avenue to current City standards including curb, gutter, sidewalk and new pavement. On December 15, 2022, City Council approved three (3) On-Call Civil Engineering Services Agreements with consultants to provide engineering design services for citywide neighborhood infrastructure projects. On February 15, 2023, a Mini Request for Proposal (RFP) was sent out to the three consultants for neighborhood infrastructure design services for the Knight Avenue Improvements Project from Jensen Avenue to Grove Avenue. Peters Engineering Group Company was determined to be the most qualified consultant. The design started following the approval of the task order with Peters Engineering Group Company, on April 28, 2023.

 

The Notice Inviting Bids was published in the Business Journal on July 26, 2024, and posted on the City’s website. Three sealed bid proposals were received and opened in the public bid opening on August 27, 2024, with bids ranging from $567,905 to $811,678. Avison Construction, Inc. of Madera, California is deemed the lowest responsive and responsible bidder. The bids will expire Sixty-Four (64) days after the bid opening, on October 30, 2024. If the bids are rejected or expire, the project will be rebid resulting in a delay of approximately 90 days.

 

The Knight Avenue Improvements project from Jensen Avenue to Grove Avenue is federally funded using Community Development Block Grant funding. The Community Workforce Agreement (PLA), adopted by Council in September 2021, does not apply to this contract because the engineer’s estimate for this project was less than $1 million, pursuant to the terms of the PLA.

 

Staff is recommending the award of a construction contract to Avison Construction, Inc. in the amount of $567,905 to construct the Knight Avenue Improvements Project between Jensen Avenue and Grove Avenue, as the lowest responsive and responsible bidder, and authorize the Capital Projects Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

The City Attorney’s Office has reviewed and approved this item as to form.

 

ENVIRONMENTAL FINDINGS

 

Staff has determined that the project falls within the Categorical Exemption set forth in the California Environmental Quality Act (CEQA) Guidelines, Section 15301 (Existing Facilities). The proposed project would be consistent with the provisions of a Class 1 Categorical Exemption because it would be limited to the widening of a 0.25-mile segment of an existing roadway and the construction of associated roadway improvements and would not increase the number of vehicle travel lanes or the capacity of the roadway. In addition, the project would not result in potentially significant environmental impacts associated with its location, cumulative impacts, scenic resources, hazardous waste sites, historical resources, energy demand, or otherwise have the potential to result in a significant effect.

 

LOCAL PREFERENCE

 

Local preference was not implemented for this project because this contract is federally funded.

 

FISCAL IMPACT

 

The Knight Avenue Improvements Project between Jensen Avenue and Grove Avenue is located in Council District 3. The overall cost of the project is $854,915.14 and is funded by the Community Development Block Grant (CDBG) and Senate Bill 1(SB1) Road Maintenance and Rehabilitation Account (RMRA) funds. Of the total project cost, $567,905 will be used for the construction contract award. All funds necessary for the contract award are included in the current fiscal year budget, as previously adopted by the Council. The project will have no impact to the General Fund.
