Approve a five-year Service Agreement with SKIDATA, Inc. to provide upgrades to the point of sale system and Software as a Service (SaaS) for the Parking Access and Revenue Control System (PARCS) at Fresno Yosemite International Airport (FAT) in the amount of $190,397. (Council District 4)

RECOMMENDATION

Staff recommends that the City Council approve and authorize the Director of Aviation to execute a five-year Service Agreement for the PARCS at FAT between the City of Fresno and SKIDATA in the amount of $190,397.

 

EXECUTIVE SUMMARY

 

The Airports Department (Airports) installed a SKIDATA PARCS to manage the parking facilities at FAT. The current PARCS has been in place for eight years and some of the point of sale equipment is in need of upgrading and replacement. The SaaS portion of this agreement will provide Airports with needed licensing and the ability to offer additional parking features or products to the public. Year one of the five-year agreement includes the point of sale upgrades and SaaS; years 2-5 are for SaaS only.

 

BACKGROUND

 

Airports installed the current PARCS in its parking lots in 2016. In addition to the ticket dispensers and gate arms, the installation included cashier stations and credit card processing terminals. Airport parking lots are open twenty-four hours a day, seven days a week. The constant operation of the parking lots places heavy use on this equipment. The upgrades to the point of sale portion will maintain and upgrade Payment Card Industry (PCI) compliance. They include three new cashier stations and three credit card terminals for the attended booths that accept cash or credit cards as form of payment; and includes tap-to-pay credit card terminals for kiosks on the ground floor of the garage, the express lanes at the parking lot exit plaza that accept credit cards only, and for the Economy Lot and Credit Card Only Lot.  

 

The SaaS portion of the agreement includes Microsoft operating system licenses needed for the SKIDATA system to operate, quarterly SKIDATA and Windows software updates, and new services to better manage the parking lots including web based access to manage the system remotely, sending electronic tickets to guests, enabling the use of QR codes for potential monthly parker or reservation programs, and customers being able to pay on their mobile devices.

 

The annual cost for the first year of the agreement is $67,965, the first year includes the equipment purchase and SaaS subscription. The annual cost for years two through five is $30,608. The total cost for the five-year contract term is $190,397.

 

The City Attorney’s Office has reviewed and approved the agreement as to form. Risk Management has reviewed and approved the agreement’s insurance requirements.   

 

ENVIRONMENTAL FINDINGS

 

This amendment is not a “project” for the purpose CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference is not applicable to this Project.

 

FISCAL IMPACT

 

There is no impact to the General Fund or the ratepayers of the City of Fresno from this item. Funding for contract year one is included in the Airports Department FY25 budget. Funding for subsequent years will be budgeted in future fiscal year budgets.
