Title
Approve a Second Amendment to the Community Development Block Grant Program Subrecipient Agreement with Self-Help Enterprises to extend the term of the agreement to September 30, 2022, at no additional cost to the City.

RECOMMENDATION 
 
Staff recommends the City Council approve a Second Amendment to the Program Year 2019 Community Development Block Grant (CDBG) Subrecipient Agreement between the City of Fresno (City) and Self-Help Enterprises (Self-Help) for Self-Help’s Home Repair Programs to extend the term of the Agreement from October 31, 2021, to September 30, 2022, at no additional cost to the City.
 
EXECUTIVE SUMMARY
 
On December 26, 2019, the City entered into a CDBG Subrecipient Agreement with Self-Help for its Home Repair Programs (Agreement) in the amount of $502,422.  Due to projects pending repairs, Self-Help is requesting a second and final amendment to extend the term of the agreement from October 31, 2021, to September 30, 2022.  The Second Amendment will allow Self-Help to complete pending repair projects and expend the balance of funds.
 
BACKGROUND
 
On December 26, 2019, the City entered into an Agreement with Self-Help to implement home repair programs for low-income, owner-occupied households.  Self-Help offered housing rehabilitation and home repair programs under the Agreement including: 
1.                     Housing Rehabilitation Program - available to low-income, owner-occupied households for the repair of multiple household systems that threaten a household’s health; general well-being or safety; and subjects the household to live without basic plumbing, electrical, heating and air conditioning.
2.                     Emergency Home Repair Program - available to low-income, senior households that own and occupy their homes within the City of Fresno to have a licensed contractor perform emergency home repairs or to replace major household components that subjects the senior household to live without basic plumbing, electrical, heating and air conditioning. 
3.                     Roof Repair/Replacement Program - available to low-income households city-wide to have their roof repaired or replaced. 
4.                     Minor Home Repair Program - available to low-income households city-wide for repairs related to the correction of housing code violations, ordinances, or housing requirements that due to financial hardship, the owner cannot correct; and 
5.                     Lead-based Paint Program - available to low-income households for testing and remediation of lead hazards.
On October 29, 2020, Self-Help requested a First Amendment to the Agreement to extend the Agreement’s termination date from October 31, 2020, to October 31, 2021. Self-Help is requesting a Second Amendment to extend the term of the Agreement to expend the remaining $16,315 balance of the Agreement. The program construction process was affected by environmental review delays and increased material costs and shortages due to the COVID-19 pandemic.   
 
To date, Self-Help has completed 14 home repair projects for eligible households with another in the process of being completed.  The homes repaired by Self-Help assist the City in meeting its goals to preserve and rehabilitate affordable housing for low-income individuals.
 
ENVIRONMENTAL FINDINGS
 
This is not a project for purposes of CEQA pursuant to CEQA guidelines Section 15378.  These plans, strategies and studies are an exempt activity under HUD NEPA Requirements (24 CFR 58.34 (1)).
 
LOCAL PREFERENCE
 
Local preference is not applicable because of the use of federal funding.
 
FISCAL IMPACT
 
The CDGB Program funds for Self-Help’s Housing Rehabilitation and Home Repair Programs were allocated in the Program Year (PY) 2019 Annual Action Plan.
