Approve an Amendment to the existing Enterprise Agreement for a three-year extension with Environmental Systems Research Institute, Inc. (Esri), for GIS licensing and services, in the amount of $1,791,000.

RECOMMENDATION
Staff recommend that the Council authorize the Chief Information Officer to amend and extend the current Enterprise Agreement (EA) between the City of Fresno and Environmental Systems Research Institute, Inc. (Esri) for an additional three-year term beginning August 24, 2025, and ending August 23, 2028. The EA Fee for the extension is $1,791,000, to be paid in three annual installments of $554,400 (FY 26), $595,100 (FY 27), and $641,500 (FY 28). The EA Fee covers EA Products, EA Maintenance, Advantage Program benefits, and Esri User Conference registrations.
EXECUTIVE SUMMARY
The City entered into a three-year EA with Esri on August 24, 2022, centralizing Esri GIS licensing and services into a single contract. This agreement has enabled the City to support expanding GIS programs across multiple departments, streamline licensing management, and access Esri’s latest tools, professional services, and user training.
As the current agreement approaches its expiration, staff recommends extending the contract for another three years to ensure continued access to Esri's full suite of GIS tools. The extended agreement supports ongoing operations and accommodates the City's growing reliance on GIS, including increased use of cloud-based GIS, advanced analytics, and mobile workforce tools.
The proposed amendment continues the City’s transition to modern, role-based licensing with "Esri Flex," simplifying access to GIS tools across departments and providing flexibility to scale deployments based on need. This aligns with the City’s enterprise strategy and anticipated growth in the use of GIS in areas such as the Fire Department, Police Department, and PARCS.
BACKGROUND
The City has utilized Esri software since the 1990s and has maintained continuous licensing and support ever since. GIS software is a critical tool for departments including Public Utilities, Public Works, Police, Fire, Planning and Development, PARCS, Capital Projects, and the Information Services Department.
Under the current EA, the City has unified licensing for desktop GIS, server-based GIS, and cloud-based GIS through ArcGIS Online. These tools support a wide array of operational systems and citywide initiatives, including:
- The Capital Projects Department launched a Project Viewer Dashboard used by the Mayor and the public to increase transparency and accountability around infrastructure investments.
- Planning and Development upgraded its Address Data Management platform using Esri tools, modernizing how addresses are issued for development citywide.
- The Department of Public Utilities (DPU) is implementing OpenGov Cartegraph, a computer-managed maintenance system (CMMS) that relies heavily on GIS layers maintained through the EA.
- The City is moving locators and other critical layers to ArcGIS Online to improve performance and reliability for the Fresno 311 public service portal, which uses Salesforce CRM.
- Citywide, Esri products are used to support operations dashboards, mobile field apps, land-use planning, emergency response, asset management, and community engagement.
The City’s GIS deployment is evolving from traditional desktop-based use to a hybrid environment that includes cloud GIS (ArcGIS Online), mobile access, and ArcGIS Enterprise in support of field operations. The new agreement supports this transition with a mix of perpetual and annual subscription licenses, including expanded access for Mobile Workers, Professional Plus users, and advanced add-on tools in ArcGIS Pro.
The amended EA also includes increased deployment flexibility under Esri’s “Esri Flex” model, expanded access to add-on tools, continued participation in the Advantage Program, and 15 Esri User Conference registrations annually.
The extended Enterprise Agreement provides:
• Lower cost per unit for licensed software
• Reduced administrative and procurement overhead
• Complete flexibility to deploy products as needed citywide
• Continued Access to Esri’s Advantage Program, which includes:
o 100 Advisor hours per year
o One-day annual planning meeting
o Technology webcasts
o 100 Learning and Services credits annually
o 15 Esri User Conference registrations each year
o 3 named Tier 2 support contacts
ENVIRONMENTAL FINDINGS
Approval of this EA amendment is not a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
