RESOLUTION - Authorizing the Director of Aviation or other authorized representative to execute all implicated documentation for application to the San Joaquin Valley Air Pollution Control District for grants benefiting Fresno Yosemite International Airport and Fresno Chandler Executive Airport, and execute all documents required to accept any grants resulting from said applications for both airports, including any subsequent amendments thereto

RECOMMENDATION

 

Staff recommends Council approve the attached Resolution authorizing the Director of Aviation or other authorized representative to apply for grants from the San Joaquin Valley Air Pollution Control District (SJVAPCD), and execute all implicated documents for any grants awarded to Airports, along with any subsequent amendments. 

 

EXECUTIVE SUMMARY

 

The requested Resolution will allow application, acceptance of grants and amendments, and execution of all related documents by the Director of Aviation, City Manager, or other authorized representative of the City for grants that may be offered by the SJVAPCD to both Fresno airports. 

 

The following required actions are permitted by the Resolution: (i) submit to the SJVAPCD Applications for grants for both airports, and (ii) accept grants and amendments for improvements at both airports. 

 

BACKGROUND

 

One of the SJVAPCD’s core values is: “Active and effective air pollution control efforts with minimal disruption to the valley’s economic prosperity.” Correspondingly, the SJVAPCD offers various “emission reduction” grants and incentive programs for the purpose of improving air quality in the Central Valley.  SJVAPCD has operated incentive programs since 1992, developing new programs as funding becomes available.  These programs are designed to meet the needs and challenges faced by the Central Valley’s public institutions, and include a wide variety of grant opportunities that will provide a direct benefit to residents. Programs include emission reduction strategies focused on areas ranging from agricultural equipment to school buses to wood stoves and include incentives for installation of electric vehicle charging stations. 

 

The Airports Department (Airports) is in the process of installing infrastructure for electric vehicle charging stations in the long and short term public parking lots at Fresno Yosemite International Airport (FAT).  Airports is currently in discussions with the SJVAPCD related to grant opportunities for the installation of Level 2 Vehicle Charging Stations at FAT and intends to participate in SJVAPCD’s grant program if the proposed Resolution is approved. Adoption of the proposed Resolution will enable Airports to submit a grant application for the vehicle charging stations and for future opportunities, all of which support our ongoing sustainability efforts and enhance the customer experience at the airports. 

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purposes of CEQA pursuant to CEQA Guidelines, Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not considered because the Resolution does not include a bid or award of a construction service or contract.

 

FISCAL IMPACT

 

There is no impact to the General Fund from this action. Approval of the Resolution will allow the Airports Department to apply for and accept grants from the SJVAPCD.
