RECOMMENDATION

 

Staff recommends Council authorize the Parks, After School, Recreation and Community Services (PARCS) Department to accept a grant award for $25,900 for program equipment at six Senior Hot Meals program (SHM) sites, authorize PARCS’ Assistant Director or designee to sign all necessary documents to accept and implement the grant, subject to prior approval as to form by the City Attorney’s Office, and adopt the 41st amendment to the Annual Appropriations Resolution No. 2016-118 to appropriate $25,900 for the SHM program.

 

EXECUTIVE SUMMARY

 

The Fresno-Madera Area Agency on Aging (FMAAA) has received additional one time only Title III C1 grant funds, $25,900 of which it has made available to PARCS to provide congregate lunch time meals at six sites throughout Fresno.  PARCS will utilize the Older Americans Act Title III C1 grant funds to provide additional programming and meal services resources to the six SHM sites.  Specifically, PARCS will use this grant award to replenish older meal service equipment and add equipment and supplies back to the program to benefit participants.

 

BACKGROUND

 

PARCS has partnered with FMAAA since 1994 as a site meal service provider. FMAAA has provided the PARCS Department grant funding and federal stimulus funding in the past.  With past funding, PARCS has been able to purchase equipment and add programming and services benefitting the SHM program.

 

PARCS’ SHM program operates a high quality experience for older adults, which serves lunch at six sites throughout Fresno Monday through Friday.  A nutritious healthy daily congregate meal is provided to seniors at a minimal cost, and seniors are provided an environment where social, emotional, and physical needs are met through activities, presentations and events. 

 

Staff provides activities and opportunities that enable seniors to participate in leisure learning, special events and dances.  By creating a welcoming, professional, and caring environment the SHM program has provided an exciting environment where seniors are on the move and engaged.  Through volunteerism and work experience programs, technology, educational and exercise instruction is provided on a regular basis to ensure constant and continual learning, which enables seniors to be healthy and active while enjoying a high quality of life.

 

ENVIROMENTAL FINDINGS

 

Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, the acceptance of grant funds does not qualify as a “project.”

 

LOCAL PREFERENCE

 

Local preference was not considered because accepting the grant funds and the AAR amendment do not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

There is no additional impact to the General Fund as a total of $25,900 will be received from the Older Americans Act Title III C1 grant funds from FMAAA as reimbursement for the SHM program.
