Staff recommends that the City Council adopt the 41st Amendment to the Annual Appropriation Resolution No. 2023-185 to appropriate $4,077,500 for previously approved capital improvement projects in the Public Works Department.
EXECUTIVE SUMMARY
Staff recommends the Council adopt a resolution approving the re budget of previously approved Transformative Climates Community (TCC) funded capital projects so that the appropriations in FY 2024 are sufficient to cover anticipated expenditures. The recommended resolution will appropriate $4,077,500 in funding to the current fiscal budget year.
BACKGROUND
Annually, the Department reviews its capital project appropriations and recommends adjustments to complete anticipated program partner payments during the year. This review ensures that adequate appropriations are in place to complete the programs and projects given the most recent information.
Based on a review of the TCC capital project budgets, four (4) project budgets require adjustment to meet the planned expenditures for the fiscal year.
• TCC EOC Partnership $ 540,000
• TCC GRID Solar Single-Family $ 132,000
• TCC Yosemite Village $ 1,300
• TCC FCC Satellite Campus $3,4704,200
The recommended Resolution would amend the appropriations within the identified capital projects to allow for the completion of program partner payments this fiscal year. To meet the projected funding requirements, $4,077,500 in funding must be appropriated. The proposed adjustments are summarized in the table attached. Detailed adjustments are in the Amendment to the Annual Appropriation Resolution attached.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference does not apply to the projects included in this report as this is a rebudget item only. Local preference (if applicable) will be considered at the time of contract award.
FISCAL IMPACT
There is no new net fiscal impact to the General Fund. All proposed costs will be paid for from new and existing revenue sources. See attached Resolution for specific funds and associated costs.
