Nunley & Associates, Inc., in the amount of $80,500, inclusive of a $10,000 contingency, for professional engineering services to prepare the Fresno-Clovis Regional Wastewater Reclamation Facility Bar Screen Optimization Study (Council District 3).

RECOMMENDATION
Staff recommends the City Council approve a consultant services agreement with Michael K. Nunley & Associates, Inc., in the amount of $80,500, inclusive of a $10,000 contingency, for professional engineering services to prepare the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) Bar Screen Optimization Study; and authorize the Director of Public Utilities, or his designee, to sign the Agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The Fresno-Clovis Regional Wastewater Reclamation Facility bar screen component system is reaching the end of its useful life and requires replacement. Prior to replacement, a study is necessary to determine what replacement will provide the most savings to plant operations. To accomplish this, the Department of Public Utilities (DPU) is seeking to award a consultant services contract for professional engineering services to prepare a bar screen optimization study. Staff recommends that the City Council award a contract in the amount of $80,500, inclusive of a $10,000 contingency, to Michael K. Nunley & Associates, Inc
BACKGROUND
The RWRF treatment process begins at the headworks facility, where the wastewater passes through ¾-inch bar screen then through grit removal basins, both of which remove solid objects, before proceeding to other unit processes within the RWRF. The current bar screen system dates back to the 1994 construction of the headworks facility and is reaching the end of its useful life, thereby requiring replacement.
In the years since the installation of the bar screen system, there have been technological advancements which need to be considered prior to replacing the current system with identical components. The DPU seeks an engineering consultant firm to perform a bar screen optimization study to determine if there are any benefits to incorporating recent technological advancements. The goal of the study is to analyze the current bar screen system performance, explore potential improvements to the system, and estimate any potential savings to operations and maintenance should any improvements be implemented.
Following procurement procedures in accordance with Fresno Municipal Code Chapter 4 Article 1 and Administrative Order 6-19, the DPU sent notifications requesting qualifications to 27 consulting firms. The DPU received 3 statements of qualifications. An eight-member review panel selected Michael K. Nunley & Associates, Inc., as the most qualified firm to perform the necessary engineering services. A consultant services agreement has been negotiated in the amount of $80,500, inclusive of a $10,000 contingency.
The City Attorney has reviewed the standard consultant services agreement and approved it as to form. Upon approval by the City Council, the agreement will be executed by the Director of Public Utilities, or his designee.
ENVIRONMENTAL FINDINGS
The Fresno-Clovis Regional Wastewater Reclamation Facility Bar Screen Optimization Study is not a project as defined by Section 15378 of the California Environmental Quality Act.
LOCAL PREFERENCE
Local Preference was not implemented because all respondents are local businesses.
FISCAL IMPACT
There is no impact to the General Fund. Funds for this study are included in the Wastewater Division’s Fiscal Year 2023 budget within the Wastewater Enterprise Fund 40501. The study is located within Council District 3.
