Title
Actions pertaining to an agreement with Fresno Unified School District.
1. Approve a one-year agreement between the City of Fresno (City) and Fresno Unified School District (FUSD) to conduct Sports Play Active Recreation for Kids (SPARK) After School Programming at up to twenty-nine school sites from August 2022 through June 2023.
2. Authorize the Director of Parks, After School, Recreation and Community Services (PARCS) to execute the agreement on behalf of the City with FUSD in the amount of $443,484 administered by FUSD, with a City contribution of $50,210. This item is time sensitive as the agreement will need to go before the FUSD Board for consideration in April 2022.

RECOMMENDATIONS
Staff recommends City Council approve a one-year agreement between the City and FUSD to conduct SPARK After School Programming at up to twenty-nine school sites from August 2022 through June 2023. Total agreement amount of $443,484 is funded by the California Department of Education, and administered by FUSD, with a City contribution of $50,210, which will be appropriated in the FY 2023 PARCS Department Budget. The approval of this agreement will allow the PARCS Department to provide students, first through eighth grades, with education and hands on activities related to physical fitness, nutrition, STEM Activities, as well as homework and tutoring assistance. The City’s contribution of $50,210 will go towards funding the day-to-day operations of the SPARK Program during academic year 2022/2023 including items not paid for by the California Department of Education such as athletic supplies, office supplies, training, and orientation.
EXECUTIVE SUMMARY
The PARCS Department is seeking approval of a one-year agreement with FUSD to provide after school programming to students at up to twenty-nine sites for the academic year of 2022/2023. The proposed agreement will also require approval from the FUSD School Board in April 2022. The afterschool agreement will run from August 2022 through June 2023. Funding for the SPARK Program will supply up to twenty-nine school sites with one twenty hour per week staff member. The SPARK program runs for the entirety of the FUSD school year,180 school days; during this time not only is staff focusing on the physical education of students, but also implementing social and emotional learning and building healthy habits.
BACKGROUND
Since the 1960’s, the PARCS Department and FUSD have worked together to provide the Fresno community with after school recreation programs. Both agencies share the vision of energizing young students through physical fitness, proper nutrition, hands-on project building and youth development. Our common goals and shared resources have made the partnership strong and improved service delivery over the years. Since August of 2007, the PARCS Department has been under contract by FUSD to operate a collaborative elementary school aged after school program. The program has been conducted at up to twenty-nine school sites yearly and has been traditionally funded through the California Department of Education and administered by FUSD. The program operates Monday through Friday from 2:00 p.m. to 6:00 p.m. SPARK is part of an after-school model that includes homework tutorial, literacy, and other youth development components. SPARK conducts an annual fitness testing program that pre-tests and post-tests selected students in the areas of baseline physical fitness and measures improvement throughout the year. The PARCS Department desires to continue this partnership with FUSD to continue to serve the youth in the Fresno Community. This Agreement was reviewed and approved by the City Attorney and Risk Management Offices.
ENVIRONMENTAL FINDINGS
The contracted services will be provided at FUSD school sites. By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 they do not qualify as “projects” and therefore are exempt from CEQA requirements.
LOCAL PREFERENCE
Local preference is not applicable since this item will not include a bid or award of a construction or services contract.
