SUBJECT

Title

***RESOLUTION - Authorizing the City Manager or designee to apply for a grant of up to $180,000 from the Fresno Madera Area Agency on Aging (FMAAA) to fund Fiscal Year (FY) 2026 Senior Hot Meals programming and authorizing the City Manager or designee to accept grant funds and sign all related documents on behalf of the City (Citywide) (Subject to Mayor’s Veto)

Body

RECOMMENDATION

Staff recommend that the City Council authorize the City Manager or designee to apply for a grant of up to $180,000 from the FMAAA to fund FY2026 Senior Hot Meals programming and authorize the City Manager or designee to accept grant funds and sign all related documents on behalf of the City.

EXECUTIVE SUMMARY

Staff anticipate that the FMAAA’s Governing Board will release a grant in summer 2025 to fund Senior Hot Meals programming in FY2026. The grant award is anticipated to be for a one-year term starting July 1, 2025, and ending on June 30, 2026. Staff is seeking Council approval to apply for and accept the anticipated grant award in full, execute the grant agreement, and sign all related documents on behalf of the City.

BACKGROUND

The PARCS Department has a long-standing partnership with the FMAAA to serve as a nutrition site management operator. FMAAA provides annual funding to the PARCS Department to serve hot meals to seniors aged 60+ at six community centers, including the following sites: Inspiration, Lafayette, Mary Ella Brown, Mosqueda, Pinedale, and Ted C. Wills. In addition to existing meal sites, PARCS anticipates adding meal service to the Paul “Cap” Caprioglio Center pending completion of the Paul “Cap” Caprioglio Community Center Remodel Project.

During FY2024 PARCS provided over 20,000 meals through the Senior Hot Meals program. In the first eight months of FY2025 PARCS provided over 14,000 meals to participants and is seeing a slight increase in demand. Approval of this item will enable the PARCS Department to accept reimbursement for senior hot meal service and will ensure seniors have access to essential nutrition.

This item has been reviewed by the City Attorney’s Office.

ENVIRONMENTAL FINDINGS

Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA.

LOCAL PREFERENCE

Local preference is not applicable since this item will not include a bid or award of a construction or services contract.

FISCAL IMPACT

In FY25, FMAAA required a 40% match for grants. Staff anticipates a similar match requirement, which will be met “in-kind” with existing staff funded by Measure P. There will be no impact on the General Fund.
