RESOLUTION - Authorizing submittal of applications for payment programs and related authorizations for California Department of Resources Recycling and Recovery (CalRecycle), for which the City of Fresno is eligible

RECOMMENDATION

 

Staff recommends that City Council adopt a Resolution to approve the submittal of applications for payment programs and related authorizations to CalRecycle. CalRecycle has established various payment programs to make payments to qualifying jurisdictions and is required to establish procedures governing the administration of those programs. CalRecycle has directed the City to designate by resolution a person authorized to submit and execute related documents. Staff recommends that Council authorize Jerry L. Schuber, Sr., Assistant Director, Department of Public Utilities, to submit applications to CalRecycle for any and all payment programs offered; and give Jerry L. Schuber, Sr., Signature Authority to execute all documents necessary to implement and secure payment(s).

 

EXECUTIVE SUMMARY

 

The adoption of the above resolution will ensure the implementation and execution of the payment programs currently in progress and those which are of benefit to the City of Fresno and its residents. This action will provide for a continuum of solid waste and recycling activities, including but not limited to, outreach events, recycling activities, littler control, oil recycling, and other activities which the Department of Public Utilities, Solid Waste Management Division, is involved in and funding expenditures are applied consistent with state requirements.

 

BACKGROUND

 

Payment Program funds are used each year to promote the importance of recycling of all products, waste minimization, litter abatement, and to support public education and community outreach.  In FY15, the Solid Waste Management Division recycled 12,480 gallons of used motor oil and 7,250 filters through the City’s Residential Curbside Collection Program.  The Solid Waste Management Division recycling program made contact with over 16,740 residents during 45 community outreach events. Our educational events made contact with 49 schools during 91 presentations and engaged with 2,787 students. The Solid Waste Management Division received Payment Program funds in FY15 from the following: $135,341 City/County Payment Program, $143,968.00 Used Motor Oil Payment Program, and $99,169.83 (CY2014) from the Quality Incentive Program.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines, Section 15378, this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.

 

LOCAL PREFERENCE

 

Local preference was not implemented because the adoption of a resolution does not include a bid or an award of a construction or services contract.

 

FISCAL IMPACT

 

There will be no fiscal impact to the General Fund or any City operating funds associated with the recommended action. Adversely, not participating in these Payment Programs would cost City of Fresno rate payers an additional $378,478.83 to continue services without the state funding.  The adoption of this resolution will benefit all Council districts.
